It's close enough. I'm gonna call the. 00:00:00
Today's work session. 00:00:02
Tuesday, August 25th, 2026 at. 00:00:03
10 AM to order. 00:00:06
We're going to say a Pledge of Allegiance. 00:00:09
The supervisor? Christian. Sure. 00:00:11
I pledge allegiance to the flag. 00:00:16
The United States of America. 00:00:19
And to the Republic for which it stands. 00:00:21
One nation under God. 00:00:24
Indivisible with liberty and justice for all. 00:00:26
Okay, our regular gift. 00:00:38
Session today. Information discussion. 00:00:42
Regarding the University of Arizona County Cooperative Extension program. 00:00:45
The impact of Heedle County support and financial. 00:00:51
2027 funding. 00:00:54
Consideration, including a request to increase. 00:00:56
The annual. 00:01:00
Appropriation. 00:01:02
From 70. 00:01:03
1000 to 90,000. 00:01:05
Good morning. We have Ashley Dixon and Moore and we have. 00:01:08
Donate your as well so. 00:01:12
OK. Good morning, ladies. Good morning. Thank you for having us. 00:01:15
This is very nerve wracking. 00:01:20
So we have as you all know and I've presented to you over the last couple of years. 00:01:22
Had a decrease in our. 00:01:30
Overall operations budget from the state and the university. 00:01:32
Over the last two years, that has. 00:01:38
Added up to about 400,000. 00:01:40
In a decrease in healing county operating. 00:01:43
Funds so. 00:01:47
What we are coming to you as you all have generously provided. 00:01:48
The 70,000 appropriation over. 00:01:54
As long as I think I've been here, so nine years, and I'm sure longer than that. 00:01:57
As well as our space and that. 00:02:03
As I presented to you in the last couple years, you've. 00:02:07
Shown an interest in potentially increasing that. 00:02:11
And so I'm coming to ask humbly for the potential of increasing up to 90 or. 00:02:15
Whatever you all feel is sustainable and. 00:02:23
You know your budgets better than me, but and then we have a few kind of. 00:02:28
Things that we would like to do with that, if you would like to hear some of those. 00:02:33
I believe we'd like to hear what programs you have that you would. 00:02:38
Yeah, use that for. 00:02:42
Sure. 00:02:44
So some of the programs that we would like to kind of expand and sustain, well sustain and expand our financial literacy and 00:02:45
offering that on a wider scale, we have been doing it more. 00:02:51
In the Southern region, but if we were able financially, then we would like to offer it more in Payson, in potentially young San 00:02:58
Carlos, continue some of the options there and and then also continue with some of our nutrition. 00:03:07
And healthy lifestyle programming that we've been doing, we've been doing some. 00:03:17
Very minimal diabetes prevention in San Carlos, but we would like to expand that. The need and the want is there for that. And 00:03:23
then Tony, I brought her up today to talk about some of the. 00:03:29
The awesome things that also 4H. 00:03:35
Would like to do. 00:03:38
County wide with. 00:03:39
With uh uh. 00:03:41
A generous increase. 00:03:42
So, umm. 00:03:45
Thank you for the opportunity to talk today. 00:03:46
A couple of the things that we have talked about is. 00:03:49
Getting more programming into the outlying areas where the special. 00:03:51
Enrichment opportunities may not have otherwise existed, so I took that feedback that you had previously mentioned. 00:03:56
And I'm happy to tell you. 00:04:02
That we have expanded partnership with Hayden. 00:04:03
We are doing some spin off programming at the library there. We've had, I think it's been a great success. We've had quite a few 00:04:06
kids go up to that. So these continued opportunities to expand would allow us to give some of those special interest programming 00:04:12
to the kids who may not otherwise get to participate in a traditional 4H program. So short term intermittent projects. 00:04:19
And we have some new exciting partnerships, the Hayden Library. 00:04:26
Young 4H is just. 00:04:30
Blossoming huge. I just got off the phone with them this morning on two different program expansions that they are hoping to bring 00:04:32
out next. For each year we have a pilot program running with RIM Country Middle School. Hilo Community College is also on board 00:04:38
with introducing some workshop series that will help facilitate learning with. 00:04:44
Our younger population and then hopefully get them into the college later on as well. And then of course, our continued 00:04:49
partnerships. We've got a lot of strong partnerships in our community. 00:04:54
Ideally, what we want to be able to do is offer those enrichment programs. 00:04:58
To our kids, that's going to inspire the next generation of minors ranchers. 00:05:03
And our community professionals. So I think that the additional funding will allow us to hit those kids that may not otherwise 00:05:07
have an opportunity to participate. So our home school groups are outlying areas and just getting a little bit more resources 00:05:12
going in those areas. 00:05:17
Are there any other questions? 00:05:23
Perhaps Supervisor Klein? 00:05:24
Ladies, thank you for coming in front of us and presenting for this I. 00:05:27
I've I remember the 70,000 for quite a few years. 00:05:32
And so. 00:05:35
To be able to to give you guys some more money and expand especially to the outlying areas. It's not that. 00:05:37
We don't need expansion in the bigger areas to North and South. 00:05:43
Because that would still help. 00:05:46
But but the outlying areas and you mentioned Hayden and and Winkelmann down there. 00:05:48
That's kind of a little corner we have down there that's forgotten and so to be able to reach out in some of those areas like 00:05:53
that. 00:05:56
Is a huge plus for those kids because some of those kids don't have the ability to travel. 00:06:00
Even to globe to participate in a 4H. 00:06:05
Program, so if there's any way of doing that, that'd be good. 00:06:08
And. 00:06:12
I I I like the idea of giving them as much as we can to these kids and to the 4H. 00:06:14
Community, so thank you for being here. 00:06:19
Thank you. 00:06:21
Should invite the Christians. 00:06:22
Thank you, Chairman. 00:06:24
Thank you ladies for coming. 00:06:26
I had the opportunity to be a judge at. 00:06:28
A Bake Off. 00:06:32
Friday. 00:06:34
I have. 00:06:36
Quite honestly, the best cookie. 00:06:37
I have ever eaten in my life and I've asked Tony to try and get the recipe. 00:06:40
I was only able to have one cookie and I'm hopelessly addicted and I can't find another. 00:06:45
Supply. So it's. 00:06:50
Amazing So. 00:06:53
I've also heard at that same meeting talking with. 00:06:56
Harry and Tony about. 00:06:59
The shooting on. 00:07:00
Sports are. 00:07:02
Building up. 00:07:04
They're getting larger, bigger, more participation. 00:07:05
You want to expand into archery, you want to keep growing and doing that so. 00:07:08
I appreciate all of that. 00:07:13
Preparing our children for. 00:07:15
Their future. 00:07:16
Yeah, and I I support. 00:07:19
The 4H anything to do with our kids and get them involved in. 00:07:21
Doing things to feel better about themselves and. 00:07:25
And to work towards. 00:07:28
Understanding the finances and things of that nature and what. 00:07:30
You know, anytime you take on a challenge. 00:07:34
It helps you take on more challenges and so. 00:07:37
I supported. 00:07:40
An awful lot. 00:07:41
And we we don't always have an open checkbook. 00:07:42
You know, but but I'm sure that. 00:07:46
We'll do what we can. 00:07:48
And you know, I'm not sure where constituent funds would come in. 00:07:50
To some of that depending. 00:07:54
But anyway. 00:07:57
I fully support. 00:08:00
What what you're doing and what you want to do. 00:08:01
Mr. Chairman, I. 00:08:04
Suggested the matter be referred to the finance director, the County Attorney's office. 00:08:05
To uh. 00:08:11
Look into the matter and determine a way to. 00:08:12
To move this matter forward and then. 00:08:15
Report back to the board, perhaps in executive session. 00:08:17
What we've determined. 00:08:21
Yeah, I agree. 00:08:22
OK, So what is the next step? 00:08:24
Then I come back to an executive work. 00:08:27
I think I think the next step is. 00:08:30
There will be someone in touch with you with. 00:08:32
Future meeting? 00:08:35
When it will be an agenda item? 00:08:37
OK. And there may be some questions needed by staff? 00:08:39
Or things of that nature. 00:08:44
Prior to that. 00:08:46
And if there's. 00:08:47
If there's a deadline on that, you might reach out to. 00:08:49
County Management. 00:08:52
And Josh? 00:08:53
And let him know that, you know, we appreciate. 00:08:55
The the opportunity to discuss it. 00:08:58
But we needed it last Thursday. 00:09:01
You know, probably not, but just. 00:09:04
Anyway, yeah, just stay in touch with staff and they will keep you informed and then hopefully we will get an agenda meeting where 00:09:07
we can. 00:09:11
Vote on what and how we can do for you. 00:09:15
All right, Awesome. Thank you so much. Thank you very much. Anytime you bet. Thank you for that. Thank you. Have a great day. 00:09:18
Thank you for all you do. 00:09:22
OK. Moving on to 2B information. 00:09:28
To consider. 00:09:32
Expanding. 00:09:33
The Javs. 00:09:34
Audio, uh. 00:09:36
Visual system into the globe courtrooms and Board of Supervisors hearing room. 00:09:37
Gary Barton, how are you guys today? 00:09:43
Good morning, Mr. Chairman. 00:09:46
Members of the board. 00:09:48
Thank you for this opportunity. 00:09:49
We really appreciate appreciate the venue of a work session. 00:09:52
In the past. 00:09:57
We've appeared at work sessions before. 00:09:58
On behalf of our Justice Courts and on behalf of Superior Court. 00:10:01
And the fruits of some of those meetings actually contribute to. 00:10:05
The financial package in this proposal that you'll hear. 00:10:10
Shortly, so we're grateful for the venue. 00:10:14
And before I turn it over to Miss Bartling. 00:10:17
I do want to recognize that the proposal. 00:10:21
Which you'll hear the details on. 00:10:23
Does not only benefit. 00:10:25
The board? The courts. 00:10:27
And the citizens? 00:10:29
But we have other stakeholders. 00:10:30
In our. 00:10:33
Our orbit and I wanted to recognize some of those folks who have come out to support us today. 00:10:34
We've got. 00:10:40
Judge Garvin, the Pace and justice of the Peace who came down. 00:10:41
Payson, he's heard a lot about this proposal, obviously before we brought it to you. 00:10:44
Judge Reardon, our Globe, Justice of the Peace. 00:10:49
Went down from his courtroom. 00:10:53
Lieutenant Osborne from Mahita County Jail. 00:10:55
Jail is obviously impacted by this proposal. 00:10:58
I did also forward along a letter from the. 00:11:02
Jail Commander Major Fulton. 00:11:05
On behalf of the Sheriff's Office. 00:11:07
And we had Mr. Beauchamp as well. Looks like he stepped out but. 00:11:09
It's not just a. 00:11:14
Courts it type of project but the reach goes pretty far so I wanted to. 00:11:15
Recognize some of our partners who have worked with us to get to the point where we can. 00:11:20
Some information to you for your consideration. 00:11:25
Thank you, Allison. Thank you. 00:11:28
Thank you. So yes, So what we're doing is we're bringing this to you today because one of the things that. 00:11:30
County wide, you know. 00:11:37
Courts. Sheriff's Office. 00:11:39
The Board of Supervisors room. 00:11:41
All of them have different. 00:11:43
Audio systems in there and you know, we're looking at four to five different systems that our team supports. 00:11:45
On the IT side. 00:11:50
You know and. 00:11:52
And it goes for the users too. You know, each of the users have to come in and be able to see if somebody comes from Payson to 00:11:53
here. It's a totally complete different system than whether they're using and pasted. 00:11:58
So This is why we're kind of looking to standardize and extend. 00:12:03
What we have in Payson, because the jab system that we have in Payson, it works. 00:12:08
Phenomenal. We had a really good. 00:12:12
Rapport with that system and we would like to extend that system. 00:12:14
County wide is what we'd like to do. 00:12:18
At a glance, we're looking at the total cost being around 665,000. 00:12:21
So contributed from the courts is going to be around 460,000. 00:12:26
Remaining balance for the county is 205. 00:12:31
Annual support maintenance of via 61,000 a year. 00:12:34
So, umm. 00:12:37
The brief history of the port automation 2009 2010 Digital audio recordings introduced into the capture of the court hearings 00:12:39
Conference lines used for telephonic. 00:12:44
Appearance in his testimony. 00:12:49
One thing, especially with Lieutenant Osborne being here. 00:12:51
They use it a lot. 00:12:55
For, you know, communicating with the inmates and everything like that, it makes it a lot easier for them to be able, for the 00:12:56
judges and the attorneys and stuff to communicate with them and everything so. 00:13:01
In 2010, the virtual appearances adopted for certain hearing types. 2020 to 2021 is when COVID-19 hit. 00:13:07
So COVID-19 is when a lot of. 00:13:14
The virtualization of appearances and everything came into play. 00:13:17
So, umm. 00:13:21
Post COVID, courtrooms filled with assorted audio visual technology components acquired in. 00:13:23
Different streamlines YouTube. A lot of the courtrooms use YouTube. They stream as we do here. You stream your. 00:13:29
Your recordings and hearings and stuff to YouTube. 00:13:37
2022 this Arizona Supreme Court requires local courts to adopt standards for virtual hearings so that where it went into place, 00:13:41
where it had to have. 00:13:45
The the loss there so 2025 digital evidence is rolled out. 00:13:49
To a county level. 00:13:54
So all, all the evidence and everything is now digital. So they're able to, all the digital evidence and everything is loaded up 00:13:56
into the system and then the attorneys and the judges are able to pull it up. 00:14:01
So. 00:14:07
How can we address the pressures and an inefficient and cost effective manner? 00:14:10
4 main business pressures the digital auto recording. 00:14:15
Virtual appearances, digital evidence, display and streaming capabilities. This is where that JAB Systems comes into play. It 00:14:18
actually. 00:14:21
Works everything all in there for you Joe comment yeah I do. I just wanted to. 00:14:25
Touch on this piece of it. 00:14:31
So digital I started with the courts in 2008. 00:14:33
So that's. 00:14:36
1718 years ago. 00:14:38
We are still running. 00:14:40
The same. 00:14:41
Audio record. 00:14:42
System that we had back. 00:14:43
So in addition to. 00:14:46
The audio recording which is. 00:14:48
Very important. Now we have these other. 00:14:50
Pressures that we have to deal with in our previous. 00:14:53
Audio recording system which is still in operation. 00:14:57
Does not account for any of this stuff. 00:15:00
So kind of an old fashioned guy, but the courts have speed up. 00:15:02
Over the past 18 years. 00:15:07
These are things that we didn't have an opportunity to really plan for. 00:15:10
COVID. 00:15:14
Accelerated our time frame. 00:15:17
We had no time to plan or test. 00:15:19
To really size up these things, we were. 00:15:22
Slapping webcams and courtrooms and streaming is doing everything as best we could just to operate. 00:15:25
So this also represents an opportunity to reset. 00:15:32
And something that will be with us. 00:15:35
For the next 5 seven years. 00:15:38
OK. Thank you. 00:15:42
Expansion of the jazz platform. 00:15:45
As we said, Jabs is currently in the TCM building and Payson. 00:15:48
And it's. 00:15:51
It works really well. 00:15:53
We're able to pull recordings when we need to, all the audio and visual. 00:15:54
Videos record into the system. Our our IT techs are able to pull them for them if they need to. The port administration is also 00:15:58
able to pull them if they need to. And they work really well. 00:16:04
On that one so. 00:16:11
Where the platform goes, so it would go here in the Board of Supervisors room. 00:16:13
It would go into the superior courts. 00:16:17
For both A&B. 00:16:20
Courtroom here. 00:16:21
It would go into Justice court here and it would go into the Justice Court in Payson and the Superior courtroom in. 00:16:22
In Payson also. 00:16:30
That's correct and I just want to add on. 00:16:32
This is actually an opportunity for us to get in front. 00:16:34
Of some of these business pressures. 00:16:37
Our justice courts. 00:16:40
Have the same mandates for recording. 00:16:42
But they will be receiving and they have the same mandates for virtual appearances. They will be going to digital. 00:16:45
Evidence. 00:16:52
At some point in the very near future. 00:16:54
This would allow us to be in front of that. 00:16:56
Question. 00:17:04
Keep going, we can wait till the end and learn. 00:17:05
Who benefits? The board, the board and the courts? Consistent standards. Compliant technology in every meeting room and courtroom. 00:17:08
The Sheriff's Office. Fewer inmate transports. Required court appearances. 00:17:13
County Attorney's Office Easier victim and witness appearances without in person travel the public. The screening alternative to 00:17:19
driving across a very large county. 00:17:23
One time installation cost is. 00:17:28
665,000 Total installation costs for all locations. 00:17:31
Contribution from the courts is 460,000. 00:17:36
And then County Sheriff is 205. 00:17:40
Reoccurring costs fully offset so the support and maintenance agreements is 61,000 a year. 00:17:45
The offset. 00:17:51
Is. 00:17:53
That's for. 00:17:54
I'll let you. 00:17:55
Yeah, umm. 00:17:56
We are eliminating a position in court administration. 00:17:57
Salary and employee related expenses that will allow us to offset. 00:18:01
The annual recurring support and maintenance. 00:18:05
Contracts. Umm. 00:18:08
One standard shared cost countrywide benefit, a mandate already enforced state standards and virtual hearings in county level 00:18:13
digital evidence are here now the equipment has. 00:18:17
Has to meet them a platform already working. Jazz is in service and Payson and is the county IT standard. So this is an expansion 00:18:22
rather than experiment. 00:18:26
A cost already shared The courts carry 460,000 of the installation and 61,000 annual obligation is fully offset. 00:18:31
Any questions or anything that we can? 00:18:39
Answer for you and as far as an IT director myself. 00:18:42
I am fully for this because. 00:18:46
For my my team. 00:18:48
Alone, you know, having to be able to know. 00:18:50
You know, four to five different operations depending on where they go. 00:18:53
Is dependent on how they support that. 00:18:56
So for them to be able to just, you know, if I send somebody from here to Payson to be able to just walk in and be able to support 00:18:58
it with no issues. 00:19:02
You know, without having to pull up. 00:19:06
You know. 00:19:07
Some kind of? 00:19:08
Information on how to actually support it, you know, so it would make it a lot easier on our team so. 00:19:09
OK. Simple budget plan questions. 00:19:16
So Terry, Jonathan, thank you. I can only imagine going to 1 system throughout the county would be a huge benefit. 00:19:19
But I didn't realize we were working under that many different systems I guess. 00:19:25
And the other I looked like a plus to me as you guys have already had the. 00:19:29
The chance to test this one. 00:19:33
You've already been working with it, so you like it. You know it works. 00:19:35
And everything like that. So my question would be like the 665. 00:19:38
That's a solid number. 00:19:41
I mean, that's it because. 00:19:43
If you think about going into the courthouse here, no telling what's under this. 00:19:45
These chairs up here or. 00:19:49
Or in your courtrooms or whatever. 00:19:51
That didn't deal with so it that's good. It's the 665. 00:19:53
So we had her come down from Tennessee. She came down here and actually walked through all of the courtrooms and the Board of 00:19:56
Supervisors rooms here in Globe, and then we met her up in Payton and she walked everything there also. 00:20:02
So if you did a complete walkthrough and no notated everything and yes. 00:20:08
Yeah, we do. 00:20:13
Obviously a. 00:20:14
Project of scope. 00:20:16
You worry about those kind of run on costs. 00:20:18
And we did everything we could to mitigate that front end. 00:20:21
And like Kerry said. 00:20:25
We have the representative from Jazz and members of the team correct. 00:20:26
Come through and we've spoken to them. 00:20:31
After quotes were received as well. 00:20:33
We didn't want to bring. 00:20:37
A package to you. 00:20:39
Without as many of the rough edges off of it as we possibly could account for. 00:20:41
And that's, you know, that goes for the recurring cost too. You know, we had that plan to account for that. 00:20:45
In addition to installation but. 00:20:51
They're firm quotes and if there is any overrun. 00:20:53
I think that we would be able to mitigate that. 00:20:58
So you mentioned in there inmate transports? 00:21:02
So if. 00:21:06
If all the county systems are. 00:21:07
Tied together with one functioning. 00:21:09
Java system like that. 00:21:12
Then what you're saying is you can do a lot more video type stuff up there and you don't have to transport. 00:21:13
That is correct. 00:21:19
We do a lot of that now. 00:21:20
OK, I don't know if you guys remember in the old days and. 00:21:22
And with the Peace and Justice Court. 00:21:25
We used to walk a chain of inmates across the street every morning. 00:21:27
And that's just one example. 00:21:31
There's other hearings that. 00:21:33
In custody. 00:21:35
Parties can attend hearings, but yeah, that's a big party. 00:21:37
And and you guys are thinking doing it this year? 00:21:41
As far as what you're wanting to do, I mean that's your target or what ideally. 00:21:44
Yes. 00:21:48
We have been as you mentioned. 00:21:49
When Covic came, we were flapping devices and cameras and everywhere and we had like kept that. 00:21:53
Life support, yeah. 00:21:58
It's very hard for Carrie's team to support. It's hard for our. 00:22:00
Our court staff to. 00:22:05
Use. If you have a clerk, then they have to go up to Payson and it's an entirely different. 00:22:06
Set up. 00:22:11
So we have been. 00:22:15
Trying to get it fixed. 00:22:17
On this for a while. 00:22:19
That sounds like a good target, So thank you, guys. Thank you for bringing this up. 00:22:21
Thank you, Supervisor Christian said. 00:22:25
Thank you. So, yeah, thank you for that. I. 00:22:28
I think it's absolutely necessary. I like the term you use. Get out in front of it. 00:22:32
Clean things up the patchwork. 00:22:37
Make it right. 00:22:40
And it's not. 00:22:41
Like you just wanted a nice shiny new object you want. 00:22:43
To improve the system and it affects a lot of. 00:22:46
Different departments and people. 00:22:49
So I think it's a good thing. 00:22:50
Yeah, I broke down a couple questions while you were once. I didn't interrupt you because a lot of times you'll answer my 00:22:53
questions before. 00:22:56
I ask him to before you get to the end of it, but on the on the, on the service that we're eliminating, is that going to save us? 00:23:00
Some money. 00:23:07
Will we do currently have supported? 00:23:09
Maintenance agreements with the current vendor. 00:23:13
I think we totaled those all up. I think it was around. 00:23:17
30K or so. 00:23:20
Yeah. 00:23:22
Any savings? Good saving and then also to. 00:23:24
You know, I I also like the the fact that you'll be able to go virtual. 00:23:28
You know, I mean not transporting people then we're saving on liability issues, we're saving on caught man hour cost, 00:23:32
transportation costs. 00:23:37
Just kind of. 00:23:42
The savings that you don't see that? 00:23:43
That will definitely make a difference. 00:23:46
Overtime. 00:23:48
As people get used to doing more. 00:23:49
Virtual. 00:23:51
And less hands on show. 00:23:53
I I thank you very much. 00:23:55
Presentation. 00:23:57
Today, any further questions? 00:23:58
I'm good. 00:24:00
OK, thank. Thank you very much. 00:24:01
Have a good day. 00:24:03
OK, umm. 00:24:06
They were coming up to. 00:24:08
To see information. 00:24:11
Discussion. 00:24:13
Regarding the utilization of. 00:24:15
$5 million. 00:24:17
In direct disaster relief funding. 00:24:19
Provided by the State of Arizona for flood recovery efforts. 00:24:22
In Gila County. 00:24:27
Michael O'Driscoll. 00:24:28
Good morning. Thank you very much. So if you recall back in June of this past year. 00:24:30
The state legislators and Governor Hobbs. 00:24:37
Signed this disaster relief for Gila County this. 00:24:40
$5,000,000 was part of a $10 million package. 00:24:43
2.5 million went to the city Globe and 2.5 million went to the town of Miami. 00:24:47
And Gila County received $5 million. 00:24:52
Direct funding from the state. 00:24:55
To address some of the. 00:24:57
Flood relief that we saw. 00:24:59
Last September floods. 00:25:02
Some of the pre management and so. 00:25:03
The purpose of our discussion right now is just to. 00:25:06
Give you staff's ideas on how to utilize this $5 million. 00:25:09
To make sense. 00:25:15
To provide some of the. 00:25:17
Cost relief from the debris management we saw and some other costs with our NRCS projects. 00:25:20
And I brought Marin here because she's certainly has some. 00:25:26
Really good ideas as far. 00:25:30
How to use this $5,000,000 to make it? 00:25:32
Be more closer to $6.2 million instead of $5,000,000. And I'm going to have Marin sort of explain. 00:25:35
That idea. 00:25:43
OK. Thank you, Michael. Good morning, Mr. Chairman, Supervisor Christensen. 00:25:45
Supervisor Klein. 00:25:50
When the $5,000,000 came through from the state of Arizona. 00:25:52
It didn't have a specific. 00:25:57
Limitation on what we could use it for. 00:25:59
So this morning we are providing you with. 00:26:02
Three sort of options or directions forward. 00:26:05
And we've got these. 00:26:09
Enumerated within the agenda item. 00:26:11
We thought that that was a more clear way than making this a presentation. 00:26:14
The first one is to reduce your borrowing total. 00:26:20
So if you. 00:26:23
Use the $5,000,000 toward Gila County's 25% match. 00:26:24
On the NRCS Endema projects. 00:26:30
And ultimately reduced your total borrowing from 18.2 million. 00:26:33
To 13.2 million. 00:26:39
That would save approximately 1.2 million in interest. 00:26:41
Over the life of the bond. 00:26:46
So that. 00:26:47
That's how the $5,000,000 would become 6.2 million. 00:26:48
Alternatively. 00:26:54
Because. 00:26:55
NRCS and DEMA. 00:26:56
Projects have. 00:26:58
Specific lifetimes on them. 00:27:00
The NRCS projects have. 00:27:02
220 days. 00:27:04
And Dima has a one year. 00:27:06
Timeline. 00:27:08
You could. 00:27:09
Instruct us. 00:27:11
And staff. 00:27:12
To come up with a list of additional projects. 00:27:13
That we could use the $5,000,000 for. 00:27:17
And then we left the. 00:27:20
The third item open. 00:27:22
Because in addition to. 00:27:24
Reducing, borrowing or evaluating additional projects. 00:27:26
There may be things that you have thought of. 00:27:29
That you. 00:27:32
This would be the ideal time to bring up, so we wanted to open the door. 00:27:33
For this conversation and make sure that. 00:27:37
Before we came up with. 00:27:40
That we got your feedback, input and ideas. 00:27:44
So that we can use this $5,000,000 in the way. 00:27:47
That, uh. 00:27:51
Is the best stewardship? 00:27:52
And the best leadership for Gila County's platform. 00:27:54
Did I miss anything, Michael? 00:27:59
Not Marini hid all the. 00:28:02
On the point, so we'd be open to. 00:28:04
Discussion and feedback, and we'd love to hear your thoughts. Supervisor Klein. 00:28:07
So thank you guys. 00:28:12
Hands down to me, it's it's to use it against that $18 million. 00:28:14
You know, we reduce a million. 00:28:18
To an interest. 00:28:20
That's a big savings. Nothing's ever said we have to borrow the 18,000,000 either. 00:28:22
The total amount but. 00:28:26
But to put it towards that end, from my opinion is. 00:28:27
Is definitely the way to go on this. 00:28:30
No doubt there's probably other things. 00:28:33
The projects out there, whatever, but. 00:28:35
The most glaring is to get out from under that debt to me. 00:28:38
Thank you, Sir. 00:28:42
And I'll just reach out. So let me ask you though we haven't already seen. 00:28:44
We have not. 00:28:51
Requested any reimbursement from the bond yet? 00:28:52
So we wanted to have this conversation first. So we actually have borrowed the 18,000,000, but we haven't spent any of it just 00:28:55
yet. 00:28:58
OK. But we're just saying I'm sending approximately 12 of that or? 00:29:04
And about. 00:29:09
That that's a hard figure to come up with since we don't have a lot of the. 00:29:11
2:20 and all the other different projects, they're not going to be 18. 00:29:17
Correct, Sir. 00:29:23
That's the number now. 00:29:24
Yeah. So that number would be what? 00:29:26
At first it was about 12 million, but that's been reduced with some of the cost savings that public. 00:29:32
Works on the NRCS projects. 00:29:37
They're saying so. 00:29:39
I'm just going to throw out a number here and don't quote me. It would probably be closer to 8 or 9 million. 00:29:41
Possibly. 00:29:46
If we use the 5 million towards that as well. 00:29:47
Some of that's going to be reimbursed though from Emma and the other, right? 00:29:50
Oh, that's net of reimbursement. 00:29:55
Yeah. That's that's above and beyond the reimbursement. 00:29:57
Now, do we anticipate having to borrow? Let's say this 5 million doesn't exist? 00:30:02
Would we anticipate having to borrow more money to pay for future markets? 00:30:08
That are coming up or we've done with that. 00:30:12
If we didn't have this 5 million, we'd certainly be. 00:30:16
Using more of that 18,000,000. 00:30:20
And add on to that the interest cost. 00:30:22
For that. 00:30:24
So, so I guess my question is to lead to the fact that we can use the 5 million. 00:30:26
Teacher spending without having to borrow. 00:30:31
All right. And then we could take the 5 million and also pay down. 00:30:35
The debt, correct, Sir. 00:30:39
So to pay down the debt and then borrow more money. 00:30:41
Since you know. 00:30:44
A little bit of monkey motion there. 00:30:47
We have more debt that's common with the issues applies. 00:30:50
But I am also getting rid of this debt. 00:30:55
Yeah, OK. 00:30:57
So that would be my organization. 00:30:59
Perfect. Thank you, Sir. 00:31:00
Well, I'm kind of looking forward because. 00:31:03
Further in. 00:31:05
Presentation today. 00:31:07
We bring up the Russell Rd. 00:31:08
That's a project that. 00:31:11
We're doing engineering on. 00:31:13
And then we're going to. 00:31:15
Hopefully at some point. 00:31:17
Reached for Grant. 00:31:19
To fix that. 00:31:20
But we will probably have some match money. 00:31:22
With the grant. 00:31:24
So looking at future projects. 00:31:26
And perhaps needing. 00:31:30
Money for those. 00:31:32
Projects. 00:31:33
Um, like I say, I. 00:31:36
The 18,000,000 we had to borrow, we had to get things done. 00:31:38
We didn't borrow more than we could afford. 00:31:42
And so I. 00:31:46
I also would like to. 00:31:48
Pay some of that debt down, but until we get some of our projects done. 00:31:50
We're not really sure where we're going to set with that. 00:31:54
But we know that we're going to be way under. 00:31:57
What we? 00:32:01
Had had thought we would be. 00:32:02
And so I think. 00:32:06
I would like to take a closer look at some of our big future projects. 00:32:07
And perhaps. 00:32:13
Estimated costs and matches. 00:32:14
On those because. 00:32:17
I as the world changes, we got. 00:32:20
We got good interest in things and we can pay back. 00:32:24
This 18,000,000 at any time. 00:32:28
In the future, with the world today, there may not be. 00:32:31
Low interest. 00:32:34
Money. 00:32:35
Or as low. 00:32:36
Interest money. 00:32:37
And when you're talking millions of dollars, 2% interest. 00:32:39
Is a lot of money. 00:32:42
And so anyway. 00:32:44
Yes, I. 00:32:46
I would like to pay. 00:32:47
Some of that 18,000,000. 00:32:49
Be able to pay all the 18,000,000. 00:32:50
No, we're not going to be able to do that. 00:32:53
But I would like to. 00:32:55
Take a close look at future projects. 00:32:57
That we know we need. 00:33:01
And that we're. 00:33:03
Putting grants in for and what's our match money going to be? 00:33:04
On those. 00:33:08
Because we've already negotiated a pretty good deal, I think, on this 18,000,000. 00:33:10
That if we went back to him. 00:33:15
In a year from now? 00:33:16
Is that money going to cost us more than? 00:33:19
Than it did when we reached out. 00:33:21
And was able to work this. 00:33:24
That's my $0.02 worth. 00:33:27
Great, Chairman, members of the Board, and thank you very much for those thoughts. 00:33:29
I think we're going to get a lot more clarity. 00:33:33
With the finances. 00:33:36
For the flood relief. 00:33:39
Once the NRCS projects closeout. 00:33:40
And we put together a financial package to bring to the board in a work session. 00:33:43
In about 6 to 8 weeks. 00:33:48
So I think we'll have a lot more clarity and when we bring. 00:33:49
All these projects including the Russell Rd. project. 00:33:53
You know, some of the costs and some of the grants we're going for. I think we'll put together a nice work session. 00:33:57
To include all of that. 00:34:02
If that's if that's. 00:34:03
Acceptable. 00:34:05
Yes, go ahead. 00:34:08
Hello. 00:34:20
That works for another deal that we were able to use it for. 00:34:23
For flood relief. 00:34:28
I think, oh, so my apologies, Chairman, members of the board that $1.5 million came from Diffum. 00:34:31
So it was not 1.5 million, it was close to 1.2 million. 00:34:37
They have some extra money in the HB 2001 money. 00:34:41
That we requested. 00:34:45
That we be allowed to use for the flood relief. 00:34:47
There was 2 parts to our request we requested. 00:34:50
About $200,000 to hire a consultant for the debris management. 00:34:53
Which in this particular case was Samaritan. 00:34:58
So different paid. 00:35:01
His contract? 00:35:02
Cost and then the remaining $1.2 million. 00:35:04
Was given to deal accounting for flood relief to be used. 00:35:08
To be used on the Russell Gulch. 00:35:11
Project. 00:35:13
In particular, so that money will pay for the match and and. 00:35:14
Any money leftover from that? 00:35:19
If there is any money of the $1.2 million, we'll go back to Diffum and see if we could repurpose that. 00:35:21
So yes, you're absolutely right Sir, and my apologies for forgetting. 00:35:27
Yeah. 00:35:31
Anymore. 00:35:39
You know. 00:35:41
Michael, you brought up the. 00:35:43
So 18,000,000, but then the actual cost and that seems to stick in my mind, that $9 million. 00:35:44
Right around that, that's what it seems to stick in my mind. 00:35:52
But what's real important to me is that we get. 00:35:55
Beyond. 00:35:58
To say 18. 00:35:59
$1,000,000 loan, whatever. 00:36:01
Revolving line of credit, basically. 00:36:02
And get ready for the next storm. 00:36:05
That's that's what always worries me. It's like, you know what? 00:36:08
But we had hit us, could hit us next year or ten years. We just don't know. But. 00:36:11
But to get out from under that because I think there was a annual payment. 00:36:16
If we use the whole 18 million of. 00:36:19
What was it? 00:36:22
Wearing like 2 million a year or something like that. 00:36:23
2 million a year for 10 years. Yeah, yeah. 00:36:25
And so. 00:36:28
So that's what's really important to me. And then. 00:36:29
Work with the future projects. 00:36:31
As we identify them, where they come up and. 00:36:33
And see what's out there and what we can afford so. 00:36:36
Just saying. 00:36:39
Thank you, Sir. 00:36:40
And just two supervisor clients point, Mr. Chairman, if I may. 00:36:41
We are in an IGA with the city of Globe, the town of Miami. 00:36:46
And our partners at Freeport. 00:36:50
To do an assessment. 00:36:52
Of what those long term needs are. 00:36:55
And that is something that is also. 00:36:58
Working uh. 00:37:02
Alongside of all the work that we're doing currently. 00:37:03
And to recover is that long term planning piece. That's a collaborative effort. 00:37:06
Across the entire region. 00:37:11
OK. Any more questions? 00:37:16
OK. Thank you very much for your presentation and I hope you gained some. 00:37:19
Information today. 00:37:24
OK, we're going to move on to. 00:37:26
2D. 00:37:28
Information discussion regarding the past, present and future. 00:37:32
Of the Buckhead Mesa landfill and remaining life. 00:37:36
Expectancy of the current sale and operations. 00:37:40
For future expansion. 00:37:44
Troy and. 00:37:46
Mr. Dickinson. 00:37:49
German Board of Supervisors, thank you. Before we start the presentation, I wanted to take a moment. A few weeks ago, I officially 00:37:51
stepped into the Public Works Director role. 00:37:54
And I wanted to recognize Troy White for the partnership he's been through. 00:37:58
With that he made himself. 00:38:04
Available every step. 00:38:06
Way always willing to. 00:38:07
To talk something through, always generous with his time. 00:38:09
And that kind of support. 00:38:12
I made this the smoothest transition I've been part of. 00:38:14
Troy, thank you from the team and for me. 00:38:17
Fittingly, this is Troy's last item with this board. 00:38:21
He and the team have built. 00:38:24
Line cells reach. 00:38:25
Leachate systems and push through the ADEQ expansion that. 00:38:28
Kept Buckhead Mesa running. 00:38:32
For the northern portion of Gila County. 00:38:33
Essentially what he's going to be able to lay out today. 00:38:37
And have to ask because we have about 3 1/2 years of space left. 00:38:40
And securing the new land. 00:38:44
Can take 3. 00:38:46
Four years. So we're going to be asking for your direction and support in that. 00:38:47
With that, Troy, if you want to be able to lay out the presentation and after that would be happy to take any questions. 00:38:52
Good morning, Sir. 00:38:59
Good morning. Good morning, Chairman and Board. Thank you, Joseph. I appreciate that. 00:39:00
It has been one of the smoother transitions I've ever been a part of too as well, so it's. 00:39:05
It's a good thing. There's a couple things that I really want to go over with the board today. 00:39:10
Want to talk a little bit about the current situation? I'm only going to talk. 00:39:15
A couple slides on that for the current situation, I really want to. 00:39:18
Spend a little bit more time on sustainability. 00:39:22
And I'm not talking about environmental sustainability. I'm talking about. 00:39:25
The budget sustainability of a landfill and this would apply to both. 00:39:28
Buckhead, Mesa and Russell Golf. I think there's some. 00:39:33
Key factors that we need to keep an eye on as we're moving forward with owning these landfills and operating and maintaining them. 00:39:37
So I want to spend a little time on that. 00:39:41
And then at the very end, we do have a board policy question for this board that we're really looking to get some direction on, 00:39:45
specifically as it relates to the Town Site Act. 00:39:49
There's nobody really in current management or the executive management that was here when this. 00:39:54
Townsite Act originally kicked off. 00:39:59
And we're looking at getting 512 acres. 00:40:02
So we want to go through that. We want to just make sure. 00:40:05
We're about ready to start spending some serious. 00:40:08
Money, uh. 00:40:10
Moving forward for that 512 acres so. 00:40:12
We just want to make sure. 00:40:15
Get the 512 acres is still the plan because if we're going to change that, that would be the time to change that. 00:40:17
So just real quickly on the current situation. 00:40:23
The existing landfill is expected to reach capacity in 2030. 00:40:27
I'm going to go over a little bit of that and why that is so. 00:40:32
I think in the past we've heard 2032. 00:40:35
When it first started out, it was 2028, so I want to show why those numbers jump around a little bit under the sustainability part 00:40:38
of this presentation. 00:40:42
Right now we're going underneath the we're currently doing the archaeological environmental assessments are underway. 00:40:47
And that's going to take until May of next year, 2027. 00:40:54
At which time the mitigation will start. That's really when you start spending. 00:40:58
Some serious. 00:41:03
Funding to get these projects moving forward. So I'm going to spend a little bit of time talking about that. 00:41:05
Towards the end of presentation of what it's going to take moving forward for the mitigation. 00:41:11
So you've got the environmental system going on now until May and then? 00:41:15
The mitigation is going to. 00:41:20
Start in May of next year, I want to make one recommendation and this is. 00:41:23
It's really important. 00:41:26
Because of the timeline that we're under to get the landfill done. 00:41:30
It would be my recommendation that in March of next year that a. 00:41:35
Contract for. 00:41:40
A firm to do the mitigation is brought before the board for approval. 00:41:42
Even though they can't start until May. 00:41:46
There's not a lot of firms out there that do mitigation and they get booked up way in advance. 00:41:48
And we don't have time to. 00:41:54
Not be first in line so. 00:41:56
I would have a contract ready to go even though we're not going to know the total price until the. 00:41:58
Environmental assessments done. 00:42:03
I'd get a contract here. I'd do the best. 00:42:05
Case estimate on that contract, get it approved in March. 00:42:08
So that when? 00:42:12
The environmental assessments done in May. 00:42:13
The mitigation can start in May. 00:42:16
If you wait till May to bring that contract forward. 00:42:18
You're probably going to be out a couple months before they can start and I know. 00:42:21
Really know that yeah, we have that much time. So just keep that in mind as we're moving forward. And that's more of a. 00:42:24
Key thing for Joseph and his team to keep in mind moving forward. 00:42:29
So currently, right now, this is the Townsite Act. And again you're going to hear the Townsite Act and. 00:42:34
That just comes to the townside Act is just. 00:42:41
Just comes from the 1867 law. 00:42:43
That determines how you have to purchase federal land. That's why it's called Townsite Act. That was the law that. 00:42:46
That put this in place so. 00:42:52
We don't really have a name for it other than what the law was called when it was enacted. So this is the Town Site Act here. 00:42:54
That's the full 512 acres. You can see the area of current operations of 89 acres. 00:43:00
Is up towards the top. 00:43:06
Right hand side of that map, that's where the landfill's going on and that's where the road has material. 00:43:08
In that area that will be part of the 512 acres. 00:43:13
To be purchased because we don't. 00:43:17
Owned that yet, but that's part that's going to be part of the purchase moving forward. 00:43:19
So I want to get into sustainability, but before I do, is there any questions on anything covered so far? 00:43:24
I have a question, Mr. Chair. 00:43:30
Go ahead. 00:43:35
Troy, have we had any kickbacks on that EA, anybody opposing it or anything hanging out there? 00:43:37
An EA can be sued by about anybody in the United States. 00:43:43
Yeah, no, it's going really good. I'm going to go over some of the cultural stuff that they're finding out there. It's. 00:43:46
But we're not getting, we're not getting any kickback or any concerns with what. 00:43:51
What with where we're at the stage we're at right now. 00:43:56
Yeah, it won't come till the end, but I. 00:44:00
I had this question in my mind a while back and I wasn't sure if it was going under an EA or an EIS. 00:44:03
But an EA is. 00:44:08
Pretty vulnerable to it, It is, yeah. 00:44:10
You can get a lot of. 00:44:13
Input on that that can. 00:44:15
Delay things a little bit for sure. 00:44:17
Thank you. 00:44:19
You're welcome. 00:44:20
All right. I want to talk a little bit about sustainability. This is really a key equation really to to keep in mind. This is 00:44:22
really. 00:44:26
What determined? 00:44:30
The performance of a landfill. 00:44:33
You hear a lot about compaction. Everybody knows about compaction and how important. 00:44:35
Action is, but just as important is the tonnage that we receive. And I'm going to go over a perfect example. 00:44:39
Of a real example that happened. 00:44:45
At Buckhead Mesa and how to sell plays a part. 00:44:48
But basically. 00:44:51
Everybody knows you have to have really good compassion. 00:44:53
Because the compaction determines how long that. 00:44:55
That landfill will live. 00:44:57
Tonnage coming in. 00:45:00
Determines your revenue. 00:45:01
So if you don't have enough tongue to coming in. 00:45:03
You might not be making enough revenue. 00:45:06
To pay your expenses and by expenses. 00:45:09
It's both the short term expenses. 00:45:11
It's the operating expenses. 00:45:14
But it's also the long term expenses that you have to cover. 00:45:16
So you have to cover closure and post closure cost. 00:45:19
And you're going to see those are pretty expensive. 00:45:21
We're supposed to put money aside every year for the closure and postclosure costs. 00:45:24
The estimated amount for the new bucket mesh expansion. 00:45:29
Just to give you an example, I think is around fourteen $15 million that we need to have in place by the time that rent closes. 00:45:32
To do the. 00:45:38
The closure and the close closure activities. 00:45:39
Of that landfill. 00:45:42
So when we say. 00:45:43
The tonnage needs to be right. 00:45:45
It needs to more than cover revenue. 00:45:47
Because it's funny that you have to set up aside at both. 00:45:50
Buckhead Mesa and Russell Gulch. 00:45:53
So there is. 00:45:55
There there's a balance that you want to strike, so I'm going to talk a little bit about. 00:45:57
Compaction first. 00:46:01
You guys know about compaction? I just want to cover it real quick. 00:46:03
And then we'll see how that plays in with the tonnage. 00:46:05
So here's just a real simple example. 00:46:10
We have a million. 00:46:13
Cubic yard landfill. 00:46:14
And we're charging $50. 00:46:16
For the average time. 00:46:19
If we're compacting at about £1000 a cubic yard. 00:46:21
For the life of that landfill. 00:46:25
That landfill will generate a revenue of about 25,000,000. 00:46:27
If you look at the bottom where it's 1600. 00:46:31
Where now you really got. 00:46:34
Great compaction. We target 1400. 00:46:35
But if you got really great compaction. 00:46:38
And you're at 1600 cubic yards. 00:46:40
Now, that $25 million landfill is now making 40 million. 00:46:43
That's a big difference when it comes to the revenue and what you need. 00:46:47
Foreclosure and postclosure activities. 00:46:50
So the taxi is very important. 00:46:52
In the equation. 00:46:55
So this this is just kind of a chart that shows. 00:46:58
Finding the right balance. 00:47:01
So if you look at the top left hand one where it says poor compaction, low tonnage. 00:47:03
That's that's bad. 00:47:07
Because you're killing the lecture, your landfill, and you're not making enough to run it. 00:47:08
Really easy formula to remember. 00:47:13
And if you got poor compaction, you got high tonnage. 00:47:15
Well, you might be making enough. 00:47:18
Revenue to face. 00:47:19
To pay today's expensive. 00:47:21
Expenses. 00:47:23
But that landfill is going to run out of airspace before you have. 00:47:24
The funding to pay for the long term expenses. 00:47:27
So that's not good either. 00:47:30
And if you look at the green zones, that's really where you want to be. 00:47:32
So you got to target compaction rate. 00:47:36
And then you got a target tonnage rate? 00:47:38
Right, I want to I want to go over that on the next flag but. 00:47:40
If you got your target compaction, you hit your target tongue. It's that's sustainable. 00:47:43
You're making revenue, it's covering cost. 00:47:47
You're doing OK. 00:47:49
Where you really want to be though, is you want to have excellent compassion. You want to have either target or high. 00:47:51
Because you're maximizing the landfill airspace. 00:47:57
And you've got enough revenue not only paid for the short term expenses, but for the long term expenses. So you want to be in one 00:48:00
of those 3 zones for the life of your land. 00:48:05
Now let's see what that did for. 00:48:11
Buckhead, Mason. 00:48:13
So take the 2 green boxes. 00:48:14
That's the. 00:48:16
Compaction on the left side there and the. 00:48:18
Tonnage on the right side there. 00:48:21
So for 2020 to 2022. 00:48:22
We had really. 00:48:25
Great compaction as you can see. 00:48:26
But we had really low. 00:48:29
Tonnage there just wasn't. 00:48:30
Enough tonnage coming in. 00:48:33
So that's where you kind of get a little scary where. 00:48:34
You're not covering. 00:48:37
You may be covering your. 00:48:38
Daily or your annual operating, but are you? 00:48:40
Covering enough money to put away for those long term expenses that you have. 00:48:42
So that's not a good combination to have. 00:48:47
But what that resulted in is that resulted in us going from 2028. 00:48:49
To a lifespan of 2032, that's where you had that 2032 lifespan because. 00:48:53
Yet great compassion. 00:48:57
And he didn't have a lot of tonnage coming in. 00:48:59
So based on that trend, they said. 00:49:01
We can make it to 2030. 00:49:04
Now if you look at the next. 00:49:06
Three years. 00:49:08
And I'm sorry, for 2023 we didn't have compaction data. 00:49:09
So I'm not including that in this, but if you look at 2425 and 26. 00:49:12
And these are fiscal meters? 00:49:16
So 26 would be July of 25 of July 26. 00:49:17
So we just closed out that fiscal year, but if you look at. 00:49:21
The compaction. 00:49:25
Horrible compassion. 00:49:27
Losing a lot of airspace. 00:49:29
But if you look over at the tonnage, we were getting some pretty decent tonnage. 00:49:32
So. 00:49:36
We were killing our air. 00:49:37
But we were making good revenue. 00:49:39
Not the combination you want. 00:49:41
Really, what we want is the compaction from 2020 to 2022. 00:49:43
In the 20th from 2024 to 2026. 00:49:47
That's the combination that you need to have for the life of the landfill. 00:49:50
Now one of those we control. 00:49:54
And one of those we don't. 00:49:56
And when we control his compassion. 00:49:57
When we don't quote control is touch. 00:49:59
How much tongue which comes to the landfill we do not control. 00:50:02
Try while we're sitting here on this, right? 00:50:07
Hook him back in the years. 00:50:10
I don't know, 10 years? 00:50:12
15 years where you go back? 00:50:14
How bad does the is the fluctuation in turnage from one year to another? Did you happen to take a look at that? 00:50:16
I did not, but we can do that analysis. I'm just curious. Yeah. 00:50:23
Yeah. And so. 00:50:27
The other thing? 00:50:28
That that I'm looking at and it's going through my mind. 00:50:30
With that dollar dump day, for how long now? 00:50:33
So we get a lot of tonnage. 00:50:35
Coming in which that was our goal was to help the public. 00:50:38
But very little revenue. 00:50:41
On that. 00:50:43
What was the impact of that, do you know? 00:50:44
Yeah, it was. 00:50:46
Surprisingly enough. 00:50:48
On an annual basis, you're losing about. 00:50:49
$50,000 a year. 00:50:52
So when you're talking about. 00:50:53
$2,000,000 budgets and $2,000,000 revenue. 00:50:55
I don't think it's a huge factor. It's once a month. 00:50:59
It's 12 * a year for each landfill. 00:51:02
Doing the analysis on that, it's really not. 00:51:05
Hugely impactful, one way or the other. 00:51:08
You hear that it cuts down on Wildcat dumping, and then we've also heard that it. 00:51:14
You know people will save up their trash at their home for a full month because they don't want to. 00:51:18
You know, pay the fee so they're. 00:51:22
There's vector control issues there. I mean, there's pros and cons. I mean, I think it's a good thing for. 00:51:25
For those that are on a fixed income and struggle. 00:51:30
On how to get rid of their trash, but is it hurting the performer? 00:51:34
It it's not really impacting. That's my question. I know it's good for the public, yeah. 00:51:37
You know, I know to an extent it's good for the Wildcat dumping. 00:51:41
I mean, we have issues in in mine institute district up there outpatient, that's a whole different issue. 00:51:45
But umm. 00:51:51
But my biggest question was what? 00:51:52
What did that do for Yeah. 00:51:54
For the financial side? 00:51:56
Versus tonnage? 00:51:58
Things like that, yeah, I would say when you have really low tonnage. 00:51:59
Mike could probably use that 50,000, but if you're hitting your target tonnage, you're close to your target tonnage, it's it's 00:52:03
minimal impact. 00:52:06
So I guess, you know, I'm just. 00:52:10
And from the tuning standpoint? 00:52:11
Man, I don't know. 00:52:14
I can't see that it would fluctuate a. 00:52:15
Big amount. 00:52:18
From year to year, you know. 00:52:19
Hey, maybe there's circumstances like flooding that may cause that. 00:52:20
Or damage there or something. But. 00:52:25
Overall, under normal circumstances, I'm just curious. 00:52:28
Yeah. And you want to write a monotonic, right, You don't want less tonnage, you want the target tonnage because you want that 00:52:32
revenue to come in to come around the expenses, so. 00:52:35
Yeah, it's a tricky, tricky equation. And we don't, I guess, if we don't control that side of the equation. 00:52:39
OK, Any other questions before I get into the townside act? 00:52:47
Chairman, are you going to cover? 00:52:53
The compaction has gone down South. 00:52:55
Umm. 00:52:58
When I thought I could hit the back button. 00:53:01
Yeah, the the compaction is just it's, it's mainly operator issues. 00:53:04
And you know, I, I can tell you this, I, you know, with, with. 00:53:08
Having Mike there, I don't think that compaction is going to be an issue moving forward. 00:53:11
And you know, we need to train. 00:53:17
It's called training the trainer. We've got to make sure we might leave. There's somebody in his footsteps that knows what he 00:53:19
knows. 00:53:22
To make sure that's going on, I do want to mention that you know, Joseph will be, if you remember when we came here with the 00:53:25
Russell Gulch. 00:53:29
Presentation, we said. 00:53:34
Twice a year you're going to get a report. 00:53:36
You're going to get a report both of. 00:53:38
The compaction rate. 00:53:40
That we're currently doing and the tonnage rate. 00:53:42
So you're going to get that report twice a year? 00:53:44
Those reports you weren't getting? 00:53:47
In the past, and that's something we told, you want to bring Russell gossip, you'd get that report. 00:53:49
That's going to allow you guys to keep an eye on what is the compatriot. Are we doing good with the compaction? If we're not, what 00:53:53
the heck is the problem? 00:53:56
And if we are doing good, what's the tonnage? Are we making enough? You know it's the tonnage covering the revenue issue. So 00:53:59
you're going to get that report. 00:54:03
It to answer your question specifically, it's. 00:54:07
It's really the operator. I mean it's. 00:54:10
Not having the right equipment will affect it somewhat, but it's not going to affect it as bad as we've seen. 00:54:13
The last fiscal year. 00:54:18
That is just an operational thing and I know that's something that might have been working. 00:54:20
Very hard on training both supervisors and all the staff at the landfill. 00:54:25
You're probably going to see those numbers drastically change. 00:54:29
The key is going to be how do we make sure we're mice, not here, that we don't go back to something? 00:54:33
Go ahead. 00:54:41
OK. 00:54:43
I don't know why this stopped working. 00:54:45
I got to go back into it. 00:54:55
Yeah. 00:54:58
I have a good memory, but it's not that good. 00:55:00
Which slide you? 00:55:10
Scroll down. 00:55:12
Let's go to where you see townsite access. 00:55:14
Slide, you're going down. 00:55:16
Yup, keep going. 00:55:19
Ignore. 00:55:21
Shut down. There you go. 00:55:25
Thank you. 00:55:27
All right, back in the line. All right, So where we're at right now with the Townside Act, again, this is the schedule that we're 00:55:31
under. 00:55:34
As you heard. 00:55:37
The way things are currently going, we have till 2030. That could probably be stretched out a little bit. Now that Mike's on 00:55:38
board, we can stretch. 00:55:42
Get that compaction rates back under control, but assuming we're still dealing with. 00:55:45
With February 2030 as being the fill date there. 00:55:50
Right now we're doing the NEPA process and you can see then we get into the mitigation. Mitigation is going to go from May. 00:55:54
Of this year until May of next year. 00:56:00
And that's where you really start getting into the expense. I'm going to explain that in a minute. 00:56:02
Then we get into the site permit so. 00:56:07
The full acres and I'll show you what I'm talking about, but the full. 00:56:09
Next phase that we're purchasing the acres. 00:56:12
That all has to be permitted at one time. 00:56:15
You do the sales individually, but you do the full site at one time. 00:56:18
Right. And that can't be done until mitigations got adequate will not approve the site permit. 00:56:22
Until. 00:56:28
The mitigation is done, we can start the process, but we can't finish it. That's why there's a little overlap there. 00:56:30
Once the site permit is done, we can get into design. You can actually start design a little earlier than that. 00:56:36
While the site commits getting approved. 00:56:41
But the design will. 00:56:45
Will take us till about August and then. 00:56:46
To take this out to bed and go into construction. 00:56:49
We're looking at about a year process. 00:56:52
Think the construction is actually about 7-8 months long. 00:56:54
But we're including time and therefore. 00:56:58
You know, for the bidding process and from finance to get the contract documents all lined up and everything. 00:57:02
Once the bid in. 00:57:08
Once the construction is done, then we can get the final permit. 00:57:10
So you can see we're finishing around November. 00:57:13
We're running out of air around February. 00:57:16
Of course, Mike could do his magic. You'll have a little bit more breathing room than that, but. 00:57:18
You can see it's a pretty tight timeline and that's why I say in. 00:57:22
In, you know, March of next year, we want to have that mitigation ready to go. 00:57:26
So here's where the. 00:57:32
The expenses kind of come in. 00:57:33
Were required to mitigate it. 00:57:36
Prior to even. 00:57:37
Purchasing the land from the Forest Service so it's their requirement as well as ads. 00:57:39
Mitigation speak Done. 00:57:43
The cost for mitigation right now is estimated at 1.4 million. We won't have it. 00:57:44
Exact numbers. 00:57:48
The environmental assessments done. 00:57:51
But that's for the full 515 acres. 00:57:52
770 of that's for the landfill site. 00:57:55
630 of that is for the other county uses that I'm going to go over here in a minute. 00:57:58
And then you have the estimated cost to purchase the land. 00:58:02
Which is just over $1 million. 00:58:06
That's 576 for the landfill site. 00:58:08
In 424. 00:58:11
For the other county uses. 00:58:13
And this is what you can expect to spend over the next 18 months. 00:58:15
We've got to pay for the mitigation start in May. 00:58:18
And then when that's done? 00:58:21
You have to pay for. 00:58:22
The purchase of the land so within the next 18 months thereabouts. 00:58:24
We're going to be putting out $2.4 million. 00:58:29
For the Townside Act. 00:58:32
And then the cost for the next landfill expansion. 00:58:34
Is an estimated 19.5. That's a 30 acre site. 00:58:37
It's going to last you. 00:58:40
50 plus years. 00:58:42
So it seems like a lot. 00:58:44
Put it in perspective. I think the. 00:58:47
Cell 3B is 5 acres or something. 00:58:49
What 3D is? 00:58:52
The size of three P. 00:58:54
So this is 30 acres, so you can see the cost differential, but. 00:58:57
It's going to last you for. 00:59:00
50 plus years. 00:59:01
The consultants saying more than that, but I like to use conservative numbers. 00:59:03
So this is just real quick, not going to spend a lot of time on this, but this is. 00:59:07
The cultural sites. I think you were asking about this. 00:59:12
Earlier she advised client that. 00:59:15
You know about the environmental assessment. This is what's going on. These are the cultural sites. 00:59:17
It's not as bad as it looks. 00:59:22
There's a lot. 00:59:24
Out there. 00:59:25
But they're not. 00:59:26
They're not sites, they're not building, they're not villages, they're just. 00:59:27
Small artifacts in these areas that they're finding so. 00:59:31
It's it's it's not as heavy as it looks. 00:59:34
But each one of these areas have to be mitigated in. 00:59:38
And clear before we can go through with the. 00:59:40
And with the. 00:59:44
Purchase from the Forest Service. 00:59:46
Here's the breakdown. 00:59:49
Of that 512 acres you can see. 00:59:50
The light blue, the 89 acres, that's where we're currently operating out for the landfill. 00:59:52
And for the material pit? 00:59:57
The purple, which is the smallest thing there right above. 01:00:00
The little you there. 01:00:04
That is a roadway and utility corridor that we're going to have to have. 01:00:06
For the landfill. 01:00:11
And then we have the. 01:00:12
Light orange there, which is. 01:00:15
The future landfill expansion is 171 acres. 01:00:16
Has broken into 3 phases. 01:00:19
Phase one is 30 acres. 01:00:21
Phase 2 is 45 acres. 01:00:23
And then future phases. 01:00:25
100 years out. 01:00:27
Is the 96 acres for? 01:00:29
Long, long term. 01:00:31
For the landfill. 01:00:33
And then you have. 01:00:35
67 acres. 01:00:37
For a proposed Rd. material Pet. 01:00:38
I've talked to Wayne. 01:00:42
With our roads department. 01:00:44
He said that is not a suitable area. 01:00:47
For Rd. material. 01:00:49
He doesn't need another material pet. 01:00:51
He doesn't want another material pet. 01:00:54
And then the remaining 160 acres there. 01:00:57
Is for. 01:01:00
Future county administrative buildings and I. 01:01:02
Like I said, there's not really anybody here that was. 01:01:05
Privy to those conversations when this was first developed. 01:01:07
I don't know what that's for. 01:01:10
I figured before we start spending serious money, we. 01:01:12
You just wanted to make sure we're all in this. 01:01:15
Same page. So that's really. 01:01:17
The question that we're going to be asking. 01:01:19
Here in the next slide, but. 01:01:21
Just real quick, just to kind of. 01:01:23
Breakdown the long term cost framework here. Phase one. Again, this is for the landfill. 01:01:25
Would be. 01:01:30
19 and a half million. 01:01:31
To get that first phase going. 01:01:32
I got a breakdown on that if you want to see it. 01:01:35
Very boring detail, but I've got it on here if you want to see it. 01:01:38
Phase 2 is. 01:01:41
50 plus years down the road for that, that second phase, it's going to last you another. 01:01:43
60 years plus. 01:01:47
And then you still have that future phase that's not even shown on here, but. 01:01:50
We do have to start planning for post closure. I put that on here because. 01:01:54
As these phases are open, we have to take some of the revenue. 01:01:58
And put it towards those. 01:02:01
Closure and post closure activities. 01:02:03
And then the non lanthill side which is. 01:02:05
Just about $1.2 million. 01:02:08
That we're going to be spinning here in the next 18 months for the non landfill side. 01:02:10
So the board. 01:02:16
Policy question really is. 01:02:17
We've got the landfill related. 01:02:21
That we're going to spend over the next. 01:02:23
18 plus months. 01:02:26
Of 1.3 million. 01:02:27
And for the other county uses. 01:02:29
We're going to be spending about. 01:02:31
A little over 1,000,000. 01:02:34
We've already spent 144,000. 01:02:35
Towards non landfill side, that's called the environmental assessment that's currently going on. 01:02:38
Do we want to spend? 01:02:42
The other million? 01:02:43
Dollars for this? 01:02:46
So this is where. 01:02:48
We really want some of that discussion to take place. 01:02:50
Do we still want to move forward with the full 512 acres? 01:02:54
Acquisition. 01:02:58
Of the site. 01:03:00
Argue we want to look at. 01:03:02
Scaling that down and just make it more focused towards the landfill and the landfill expansion. 01:03:04
I guess it's time for questions. 01:03:13
Yes, Supervisor Klein. 01:03:15
You know, I was sitting here thinking back to those discussions that we had back in the. 01:03:18
At the time, we're talking about other uses besides just a landfill. 01:03:23
One of the and correct me if I'm wrong. 01:03:28
But. 01:03:31
One of those was to do away with our yard in Pine and move it over there. 01:03:32
And there's some other ideas of movements and facilities out there as well. 01:03:37
And I think Steve, maybe a future jail or something like that. You know, they're so, but they were just discussions. I mean, 01:03:42
that's where that was. 01:03:46
When you're talking $634,000 for other. 01:03:51
Other uses. 01:03:54
It starts getting into real money and none of us can predict the future so. 01:03:56
The Townside Act itself for the 515 acres. 01:04:01
That acreage is hard to. 01:04:08
To acquire. 01:04:11
I mean if you have it. 01:04:12
Whether you're going to put other uses on it or not, I think is a good thing. 01:04:14
Of that that flexibility. 01:04:17
But one of the. 01:04:20
The questions I had for you, Troy is in the landfill. 01:04:23
Enterprise Fund. 01:04:26
What kind of money do you guys have in there that's going to help with this? 01:04:28
Thank you, Mr. Chair, Supervisor Klein. 01:04:36
While there is. 01:04:39
Funding. 01:04:40
The enterprise fund it would be best. 01:04:42
For this to be something that you borrow money for. 01:04:46
Because $19 million for the entire project is. 01:04:50
A significant amount of money. 01:04:55
Previous management brought you. 01:04:58
Protections for. 01:05:02
Revenue that were expected to perform. 01:05:04
More ideally than they have. 01:05:07
And that's what Troy was getting at earlier with your target. 01:05:09
Compaction in your target tonnage. 01:05:13
Illustrate that. 01:05:16
We are not hitting those tonnage numbers. 01:05:18
In the Buckhead Mason. 01:05:21
So you would you would want to borrow. 01:05:23
For that reason you would also want to borrow because. 01:05:26
With this being a 30 year life. 01:05:29
Project or longer? 01:05:31
You would be able to. 01:05:34
Spread the cost. 01:05:35
Over the life of the. 01:05:37
Project instead of the. 01:05:39
The cost being. 01:05:41
Disproportionately on current users. 01:05:43
Right, if you if you spread the expense over. 01:05:45
30 years than people in. 01:05:49
You know 2050 who are using the landfill after we've all retired. 01:05:52
Will be there. 01:05:57
Contributing to that cost. 01:05:59
And we have. 01:06:01
Verified that. 01:06:03
We cannot borrow against. 01:06:04
For example, the existing post closure fund. 01:06:07
Which has. 01:06:10
More than $7,000,000 in it. 01:06:12
That money has to stay there, like you. 01:06:13
You can't borrow against that or anything like that. 01:06:16
OK. 01:06:20
So basically we'd be looking to bond out later in the future for this and if we went with everything that's on that list. 01:06:20
The grand total I think was 56 point, some odd $1,000,000 to get it all done. 01:06:26
And so, I mean, that's that. That's real money. 01:06:32
Anybody's mind and so. 01:06:35
I I think the you know. 01:06:37
I think a conversation needs to be somewhere along the way is just what? 01:06:40
What do we really think of other uses? I mean, we could cut back some costs on that. 01:06:45
And but. 01:06:49
I for one don't want to see us reduce the acreage size any. 01:06:51
I would like to see the acreage size stay there. 01:06:56
Yeah, and just just. 01:06:59
For clarity, it is 56,000,000 but. 01:07:01
You've got 22 million of that that's. 01:07:04
50 years down the road for the phase two expansion. 01:07:07
50 years plus down the road for the phase two expansion and then. 01:07:10
Over like. 01:07:14
Marin was staying over the. 01:07:16
The 50 years of that landfill is. 01:07:18
You're going to capture that post closure costing the annual revenue with the tonnage. So yeah, you'll get the 14,000,000 out of 01:07:22
that. 01:07:25
Correct. Yeah. 01:07:28
I expected that, but the. 01:07:29
$20 million sitting right there for phase one. 01:07:32
Good chunk of change. 01:07:35
Yeah. 01:07:36
Supervisor. 01:07:39
Well, thank you. 01:07:41
Yeah. So here we are on the edge of making decisions that will affect. 01:07:43
Decades into the future. 01:07:48
I for one. 01:07:51
Feel it's an opportunity to get the land, yes. 01:07:55
And the cost of the land doesn't seem to be that much. 01:07:59
More so if we just. 01:08:03
If we. 01:08:05
Cut it back to just what's needed for the landfill expansion. 01:08:05
It's only another $1,000,000 to pick up. 01:08:09
About twice the amount of anchorage. 01:08:12
I don't know if we'll use it or not. 01:08:15
The problem that I see is the $19,000,000 to make it happen. 01:08:17
So why is it so expensive? 01:08:22
I see this line item 15 point. 01:08:25
3 million. 01:08:27
To do the landfill. 01:08:29
Construction. What are we doing? 01:08:31
Well, it's 30 acres. 01:08:34
It's not 6. 01:08:36
So. 01:08:38
You know it's it's. 01:08:41
Exponentially larger. 01:08:42
Than what we're doing at 3 bit 3B at 5 million. 01:08:44
Essentially. 01:08:47
It's a much larger site now. 01:08:50
There is the potential. 01:08:52
It's something that we could look into very quickly. 01:08:54
But we could start working with the consultants to say. 01:08:57
We don't need to build a cell for the next 30 years. 01:09:01
Let's not have phase one and phase two. Let's have 4 phases. 01:09:03
You know, let's take. 01:09:08
Let's take 15 acre. 01:09:10
Sites and bites at a time. 01:09:12
And do it that way now. 01:09:14
It's going to cost you more. 01:09:16
Because you get economies of scale. 01:09:18
But do we need that large of economy on scale for 30 acres? 01:09:20
You know, maybe not. So that's one thing that. 01:09:24
That we could do is take a look at. 01:09:27
Can we get that 15 down to a lesser number maybe? 01:09:31
Half that is 15 acres at 7 million. Make that more of an adjustable number. Now some of those numbers you're not getting rid of. 01:09:35
You know, all of those other numbers that are on that list are things that are required to be done. 01:09:42
Whether it's a 5 acre site or a 20 acre site. 01:09:47
So the only thing you really say was that? 01:09:50
The construction. 01:09:52
It. But again, you're asking the designer to design 4 cells versus 2 cells. 01:09:54
Or what have you. So you're going to spend more of that 56 million in today's dollar may be closer to 58 because you're 01:09:59
subdividing it and taking it in sections and you're losing your economy of scales, but. 01:10:04
Maybe that's the right thing to do at the time. We could certainly look into that. 01:10:10
Yeah, and I've asked a question before. So why? Why? 01:10:14
Why should the car be in the landfill business? 01:10:18
I mean, this is a kind of a. 01:10:20
Crossroads. 01:10:23
To me, long money. 01:10:24
To keep. 01:10:27
A landfill operational. 01:10:28
And so only. 01:10:32
I guess my direction would be. 01:10:39
Keep the land. 01:10:41
The amount and. 01:10:43
That we have 515 acres or whatever, but. 01:10:44
Then trying to figure out ways of doing the expansion without. 01:10:47
Killing us doing the expansion. 01:10:52
We're basically doing this as a favor to the public, really. 01:10:55
What we're doing right? 01:10:59
It's a good bit of good to have a landfill somewhere nearby where people can tell how you get the landfill, but I mean, it could 01:11:02
be a private landfill. 01:11:05
Could be and you, you know. 01:11:09
Models that I've seen in the past before is they. 01:11:11
The town or the county owns the land and then they. 01:11:14
Lease that out to a third party that's responsible for everything and the county takes a shaving off of the tipping fee for 01:11:18
income. 01:11:21
And you use that to find other things in the county. I mean, that's something that can be looked into as well. It's just. 01:11:25
If we're going to do something, we're out of. 01:11:31
Tight time frame. 01:11:34
To start looking at those other alternatives to make those happen. 01:11:36
So OK. 01:11:40
Thanks, Troy. 01:11:41
Welcome. OK, yeah, I, I don't know I've. 01:11:42
I have a lot of mixed things I you know. 01:11:47
Reaching for more property. 01:11:50
We've got property all over the place that we're doing nothing with, we have no plans for. 01:11:51
I've been trying for 10 years to get something done with some of the properties we already own. 01:11:57
Electorate can get more. 01:12:01
Property. Is that beneficial? 01:12:03
To the taxpayers to. 01:12:05
Invest. 01:12:07
Their money in. 01:12:09
Property. 01:12:10
For the county. 01:12:11
I, I, I think as far as. 01:12:13
Development property and things like that, That's up to developers and Realtors. 01:12:16
Not our constituents because that investment. 01:12:23
What are they getting out of? 01:12:27
The property that we already own. 01:12:28
Nothing and so. 01:12:31
If we if we reach for more property, I think we should have a plan. 01:12:35
For that property. 01:12:40
To explain to. 01:12:41
Our constituents, what we're doing. 01:12:43
With that land. 01:12:46
That we're purchasing. 01:12:48
With their money. 01:12:49
Is it a future investment? Opening land will. 01:12:51
Will be worth more. 01:12:55
So we can sell it for more. 01:12:56
To save them money in the future. 01:12:58
But you know we. 01:13:01
We're setting on property. 01:13:02
That we're doing nothing with. 01:13:04
So you know to to reach for more property. 01:13:07
I would like to be convinced of. 01:13:11
What we're going to do with it? 01:13:13
Because if we half of that will give us. 01:13:16
3040 years of landfill. 01:13:19
Umm, what's our responsibility beyond that? 01:13:23
That's that's kind of. 01:13:27
My 2 cents and. 01:13:29
You know, I'm not sure. 01:13:33
If we're going to buy property, where we're at? 01:13:34
With the Russell landfill, we're doing an expansion. 01:13:37
But where are we going to be in? 01:13:41
In 10 years. 01:13:43
With our Russell landfill, if we're going to. 01:13:45
Purchase property. 01:13:47
Is there not better? 01:13:49
Better places. 01:13:51
To spend it. 01:13:53
I'm not. 01:13:56
Trying to be argumentative, I'm just trying to look. 01:13:57
Had a full picture. 01:13:59
A benefit for. 01:14:01
Dollar spent. 01:14:04
Um, but anyway, as we. 01:14:06
As we go forward. 01:14:10
With this. 01:14:12
Agenda. Uh. 01:14:13
Then, then, then we look back at another agenda. 01:14:15
What do we want to do with $5 million? 01:14:18
We've got hundreds of $1,000,000 going out the window and so. 01:14:21
What are we gonna do with five So. 01:14:24
Yeah, but but that's kind of where where I'm at with it and I like. 01:14:27
You know, breaking the phases. 01:14:31
Down some. 01:14:32
Because. 01:14:34
It seems like in the landfills that we have. 01:14:35
We are replacing liners all the time. 01:14:37
So if we. 01:14:41
Make a huge landfill. 01:14:43
How many liners? 01:14:45
We're gonna replace before we get. 01:14:48
To the other end of it. 01:14:50
Either that or build a fence around all of it. 01:14:52
So. But anyway, I guess I guess. 01:14:55
My my my input that. 01:14:58
That's kind of where. 01:15:01
Where I'm with. 01:15:02
On how all. 01:15:04
I will vote on a decision in the future is. 01:15:06
I'm only as good as the information I have. 01:15:10
And if it's. 01:15:13
Going in a land business, I'm not necessarily. 01:15:15
In the land business, I'm in the. 01:15:18
In the take care of the constituents business. 01:15:20
For today and to Morrow so. 01:15:23
That's my $0.02 worth. 01:15:25
Anybody. I'd like to ask Joe a question. Joe, if we get this land at any point, can we sell it? 01:15:28
I'd have to look at the specifics of the Townside Act. 01:15:36
I repeat it. 01:15:40
In advance of the meeting, but I have to dig into a little bit to be able to answer that question but. 01:15:41
I will. 01:15:46
Research that and then get you an answer within the week. 01:15:47
That might be helpful. 01:15:49
Thanks. 01:15:52
OK. All right. Thank you. 01:15:53
OK. Thank you. 01:15:56
And thank you for all you've done for us to step in. 01:15:58
And help us manage. 01:16:03
When we were going through difficulties. 01:16:04
It's been amazing. Thank you. Thank you. I appreciate that. Thank you. 01:16:06
OK. We'll move on to. 01:16:11
To E information discussion. 01:16:15
Regarding the status of flood recovery project. 01:16:18
Associated funding resources in the 220 day completion. 01:16:21
Timeline requirements for the NRCS emergency watershed protection. 01:16:26
Projects. 01:16:31
Go ahead, Matt. 01:16:33
Thank you, Mr. Chairman, Supervisor, Assistant Supervisor Klein. I won't get into too far into the details of all the finances as 01:16:34
was covered earlier, but as far as the project updates, the projects are are actually moving along very well. Russell Welch for 01:16:41
all intents and purposes is complete at 9 at and and the costs are coming in. 01:16:48
Under the original guarantee maximum price that we had, so we're saving. 01:16:55
We're saving money on all of these projects, all of the projects. 01:17:00
Are tending to be our. 01:17:04
Trending to be completed ahead of schedule. 01:17:06
And within the 220 time. 01:17:09
220 daytime frame including the hospital. I know there's some questions the hospital wall about a later start with this project, 01:17:11
but even with that later start, we're still expecting this. 01:17:16
The hospital while to be completed within the original 220 time. 01:17:22
220 day timeframe. So we're pleased with the progress that's been going on. 01:17:26
With that with that, the six shooter Canyon project is is over 90% completed. It's it's 90.5% ice house county. 01:17:30
Project for all intents and purposes complete. There's just a few minor things that need to be addressed. And then with the punch 01:17:40
list. 01:17:43
The Copper Hills Rd. is 80. 01:17:47
Percent Complete project or the Copper Coast. 01:17:48
Project is 80% complete. 01:17:51
In the hospital, Wallace is at 82.5%. 01:17:53
As I mentioned, all of these are trending to come in under budget. So we've had, we've seen significant savings from what we have 01:17:57
from the guaranteed maximum prices. I sent an e-mail to Mr. O'Driscoll. 01:18:02
With the further detail of. 01:18:08
Of how much we we can expect to be. 01:18:10
I'm sure he can. 01:18:13
Share that with you if you'd like to see that, but like I said, all intents and purposes their projects are. 01:18:14
And moving along very well to the three are. 01:18:21
Are substantially complete last. 01:18:23
3 will be. 01:18:25
Completed, probably within the next. 01:18:27
Within the next six weeks, that's our 220 time. 01:18:31
220 day contract. 01:18:34
Happy to answer any questions. 01:18:35
Supervisor Klein. 01:18:37
Good job, Matt. Thank you. 01:18:39
To provide a question to you. 01:18:41
Thank you, Matt. 01:18:43
No, thank. Thank you very much. And. 01:18:44
I think we can. 01:18:47
Look at the. 01:18:49
Construction that's been done in the company that. 01:18:50
That's doing it and it's it's an amazing. 01:18:53
Of what they're doing what the amount of people and the amount of jobs. 01:18:57
That they're running auto management company so. 01:19:00
And, and I thank our staff very much for. 01:19:04
Working with them to help them be. 01:19:07
As they are so. 01:19:10
Thank you all very much. 01:19:11
We're going to move on to. 01:19:18
2F information discussion. 01:19:21
To provide status update. 01:19:24
To several roadway. 01:19:26
Preservations and rehabilitation. 01:19:30
Project. 01:19:33
Tom Goodman. 01:19:34
And. 01:19:35
Joseph Dickinson. 01:19:36
Chairman, Board of Supervisors, thank you. Before Tom comes up, I wanted to just take him. 01:19:38
A minute to set the tone for where we're taking our roads and infrastructure program. 01:19:43
Because I think. 01:19:47
What What we're about to hear reflects a real shift in how this department is approaching. 01:19:48
The work from the past. 01:19:54
You'll notice these projects don't all get the same treatments. 01:19:56
And that's on purpose. 01:19:59
Sometimes the questions we get. 01:20:01
Why not just chip seal? 01:20:04
Why not just fog seal and move on? 01:20:06
Those are good tools. 01:20:08
That those are tools, not default answers. 01:20:10
The standard we're holding ourselves to is pretty simple. 01:20:13
The right treatment. 01:20:16
Right road, right time. 01:20:17
That means this recommendation, these recommendations are going to be driven by actual condition data. 01:20:21
Distressed surveys. 01:20:26
Pavement age. 01:20:27
What the road is structurally telling us. 01:20:28
Not one-size-fits-all playbook. 01:20:30
Put the wrong fix on the wrong Rd. 01:20:34
Can you either waste money? 01:20:36
They more or mask a problem that just is going to come back bigger. 01:20:37
So what Tom is about to walk us through is. 01:20:42
Not disciplining action. 01:20:44
Project by project. 01:20:46
He and the team have put together some real work into this. 01:20:48
And I'm looking forward to any questions. 01:20:51
Long time with that handed over. 01:20:54
Good morning, Mr. Chairman, Supervisors. So I'll start with. 01:21:01
The bottom four and I'll start with. 01:21:06
Can we pull up that damage? 01:21:09
Survey Map. 01:21:11
Yes. 01:21:18
So this is kind of where we're at right now with Guy see the road, You know we did the double chip seals. 01:21:20
Just over 2 years old now. 01:21:24
But this is what we're. 01:21:27
Seeing out there right now and I see the road. So we're looking at about two miles. 01:21:29
And this is from the high point down to the Y intersection. 01:21:33
And so we're seeing the red areas we're showing. 01:21:37
Shoving, which causes washboarding and then in the yellow pin areas, we're seeing subgrade issues, subgrade failures. 01:21:41
So again, it's about two miles. 01:21:51
So I think it's time. 01:21:53
That we. 01:21:54
Really. Uh. 01:21:55
Look at Garcia Road and it's time we do an investment there for the folks. 01:21:57
It's a good community. 01:22:02
And I'd like to give him a big Rd. 01:22:03
So what I would like to propose that we do is we go in and we do a full reconstruction of this 2 miles. 01:22:05
And what I'm talking about is. 01:22:12
I'd like us to take off the top 9 inches. 01:22:15
Take that off and just get it out of there. 01:22:17
And then we look at the subgrade. If we got clay issues down there, let's fix this upgrade before we. 01:22:20
Come back with pavement. 01:22:25
Let's take a look at those hairpin curves. 01:22:27
Those need to be fixed. Let's widen those out at asphalt. 01:22:30
Guardrail, we may need guardrail down there. 01:22:35
So let's take a look at what areas we need to put guardrail in. 01:22:38
Let's take a look at drainage. 01:22:41
Are culverts. They're damaged, they're plugged up. Some areas don't even have culverts where we can put them in. 01:22:43
And then we need to take a look at the ditches on the side of the road. 01:22:50
Drainage, we need to get that water away from the road or whatever we put down there. It's it's going to cause problems in the in 01:22:54
the future. 01:22:57
So looking at all that. 01:23:01
Again, I want to do a full reconstruction. I've got a Kimley Horn. 01:23:04
They're giving me a proposal right now to do this design work for us. 01:23:08
And then this would be a great opportunity. 01:23:13
I've got the support of Joseph, I have the support of Troy to do all this and and I think it's time. 01:23:16
We do this investment for this community. 01:23:22
So I'll be happy to answer any questions. 01:23:25
Said Brad Klein. You got any questions? 01:23:27
You know, we, we invested a lot of money on. 01:23:31
First little round we had on that too. 01:23:34
Tom, I wish. 01:23:37
You know, hindsight's 100%. 01:23:38
How much would have just done that to begin with? 01:23:41
Yes, Sir, so. 01:23:44
What kind of what kind of money are you in? Just a ballpark figure? You talking about in 2 miles? 01:23:45
I think we're looking at at least 4 million. 01:23:50
And then depending on what we find in the subgrade. 01:23:52
How much drainage improvements we need to make guardrail? 01:23:55
Widening those hairpin curves. 01:23:59
It could go from 4 up to six, $7,000,000. 01:24:01
But we would have a So what I on the pavement. We come back, let's say with three inches of asphalt. 01:24:08
On 6 inches of AB. 01:24:14
It'd be a good, very good road and it would last a long time. 01:24:16
For those folks. 01:24:20
Return OK, so. 01:24:26
You're not thinking of doing Gypsy. 01:24:28
I you're thinking of doing paving. 01:24:31
We're paving it, yes, yeah, which is a more permanent. 01:24:33
Absolutely structure. 01:24:36
Yeah, how much would it cost to move guys seal out of that Canyon? 01:24:37
Probably more than 6,000,000. I've driven the road several times and I know this isn't Jims district and I do get calls on it 01:24:43
myself too. 01:24:47
And so I try and keep track of what's going on with the road. 01:24:51
We've put some money into it. It's clearly not been a good. 01:24:55
Outcome. 01:24:59
And so how do we plan on paying for this? So we've got a 4 million or more. 01:25:01
Is that a funding or that what are we doing there? 01:25:05
Yes, Sir. So Supervisor Christian, it's going to be supported through her funding. 01:25:09
And kind of looking at some of the thoughts that we're just getting right now is. 01:25:13
In the past, it's not necessarily an investment if we're not doing what. 01:25:18
The the road is. 01:25:21
So now we're looking at doing truly an investment. 01:25:24
Giving the road exactly what it needs. 01:25:28
But another important point is we're not just doing. 01:25:30
The Guy Celo Rd. 01:25:33
We're going to be doing this across the county here. 01:25:34
We're going to be assessing and valuing all of our roads over the next six months to a year. 01:25:36
And all roads are going to get the same. 01:25:40
Standardized. 01:25:42
Overview. 01:25:44
In assessment so that we can be looking across. 01:25:45
All roads. 01:25:48
On what that fix is going to be, whether it's a fog seal. 01:25:49
At Chips Hill or in some cases in all districts, there's going to be some roads are going to require full. 01:25:52
Resurfacing like this one? 01:25:58
And I like that. I like that approach. 01:26:01
So we spend $1,000,000 on something that doesn't last more than six months. 01:26:03
Or we spend $4 million in the sums gonna last for a year. 01:26:07
Absolutely. And so with this, we're looking at Tom. 01:26:10
I think if we do our maintenance and this is going to be an extremely important. 01:26:14
Big portion of what we're going to be building out within public works is the maintenance side of it. 01:26:17
We looked at over the past couple of decades where a lot of roads were completed. 01:26:22
But they were never done with maintenance. 01:26:26
The intention is to. 01:26:28
Step right into maintenance right after we complete this road. 01:26:29
We're looking at 15 to 20 years depending on how well we're able to do that maintenance and other conditions. 01:26:33
Thank you. 01:26:39
That's a real bad subject with me, gentlemen. 01:26:42
I've got internal scars that'll last me two lifetimes. 01:26:44
Tom's been in a meeting with me when he swore he wouldn't go back to Kaisila without Sheriff. 01:26:48
So, um. 01:26:53
We've made it. 01:26:57
A real bad deal. 01:26:58
And then we did a real bad deal. 01:27:00
Behind it. 01:27:03
I think I've told management leave it alone. 01:27:05
You open that again. 01:27:07
I'm going to have scars on the exterior, not only on the interior. 01:27:09
Gentlemen, if you take a look at this road. 01:27:13
It needs to be. 01:27:16
Professionally done. 01:27:18
Past management has screwed those people. 01:27:20
Severely. 01:27:23
They have horse trailers that they can't. 01:27:25
They take up both lanes and are still their rear tires. 01:27:28
Are on dirt. 01:27:32
Or hanging off an edge. 01:27:34
When that was designed and done, nobody even thought about. 01:27:38
Somebody pulling? 01:27:42
A trailer. 01:27:44
Guys. 01:27:46
This is. 01:27:51
To me. 01:27:52
And. 01:27:53
If if if we entertain this. 01:27:56
I want staff to go to my Gaisela meetings and explain to those people. 01:28:00
And they can take some of the Spears. 01:28:06
That I'm not going to catch. 01:28:08
Because I may not be at a couple of those meetings this go around. 01:28:10
Off the get go. 01:28:14
So I'm just letting you know. 01:28:15
What a major deal is It is to me. 01:28:17
Staff, you can introduce it. 01:28:20
You can tell them why chip sealing was done in other places and their Rd. was shipped for four years. 01:28:22
Excuse my French. 01:28:28
But guys, this is. 01:28:30
Yeah. 01:28:32
Management, thank you. 01:28:34
Very much for looking at this. 01:28:36
But it is it is a major. 01:28:38
So I appreciate it very much. 01:28:40
Thank you. 01:28:44
That's true. Anything else? 01:28:45
OK, well, I think we got more roads too. We'll talk about, yeah. 01:28:49
I'm in on that. I ask you, gentlemen, if you had anything going. 01:28:55
OK, done. 01:28:59
Per spreadsheet. 01:29:00
OK. Gibson Ranch Road, I'll talk about that one next. So we just did the double chip seal on there. 01:29:07
2.52 miles. 01:29:13
And we're seeing. 01:29:15
Issues with the 1st 1.23 miles we're seeing washboarding. 01:29:16
And again, we did it up. Seal, seal. 01:29:21
On pulverized re compacted surface with some AB. 01:29:24
And gentlemen, it just doesn't work. 01:29:28
Double chip seals on. 01:29:32
Anything other than good payment it? 01:29:34
We're seeing it just. 01:29:36
It's it's low cost, but we pay for it in the long run and I. 01:29:38
Which is, as Joseph said, it's it's not the right treatment for. 01:29:41
For going forward. 01:29:45
So what? 01:29:46
Gibson Ranch. 01:29:47
It's only the 1st 1.23 miles that are starting to show some washboarding. 01:29:49
I've driven it many times I've. 01:29:56
Joseph Troy's a. 01:29:58
I've had a lot of people out there looking at it. 01:30:00
And what I suggest that we do is continue to monitor that first section for right now. 01:30:03
It is washboarded, but I I don't. 01:30:09
Consider it to be severe at this point. I don't think it's a safety issue. 01:30:11
I mean if you want to see severe sporting go look at Young Rd. 01:30:16
In that sphere, but. 01:30:20
So what I recommend is that we continue to monitor especially that first section. 01:30:22
If it gets worse then. 01:30:27
I'm going to be coming back here. 01:30:29
Recommending a full reconstruction for that. 01:30:31
For that 1.23 miles. 01:30:34
That's kind of where we're at right now. 01:30:36
It'll be happy to answer questions. 01:30:38
Cortana. 01:30:41
If, if it's, if it's. 01:30:43
If it's washboarding now. 01:30:46
It's only going to get worse, isn't it? I mean. 01:30:49
It's it's hard to say. Yes, it could. 01:30:52
And I'm not going to say no, it won't get worse. It could get worse or it could stabilize for a year or two. 01:30:55
And they start getting worse. It's. 01:31:01
It's that AB under there. I mean we can pack that stuff to 100%. 01:31:03
And then we chips it over it. 01:31:07
It is just. 01:31:09
You know it's going to get shoved. 01:31:12
It's gonna it's gonna cause more sporting. 01:31:14
But I can't tell you is it going to get worse. 01:31:17
It's probably not going to get better. 01:31:19
Tom, I appreciate your patience as we're transitioning to. 01:31:22
Different way of thinking in a different culture. 01:31:26
This is a perfect opportunity for kind of to walk through even some of those. 01:31:28
So when we look at that road. 01:31:32
We're going to be monitoring it. 01:31:34
And as soon as we start seeing that degrade to a certain extent. 01:31:35
It's going to be part of that assessment and evaluation. 01:31:39
In whatever. 01:31:41
Issues or challenges that come along. 01:31:43
Warden addressed them. 01:31:44
Right away. 01:31:46
But also part of that monitoring is there's a low water crossing that we're looking at. 01:31:48
And that low water crossing, we're having some of the team already. Take a look. 01:31:51
So, uh. 01:31:55
What's really important is. 01:31:56
For us to share with you is we're not going to grab some of these roads and just put them to the wayside. 01:31:58
And now we're just going to forget them. 01:32:03
We're going to keep them in the forefront. 01:32:05
And we're going to continue to monitor, we're going to continue to do the maintenance. 01:32:07
And where there's opportunity to do improvements such as that low water crossing. 01:32:11
We're going to be looking real hard at those to see what we can do. 01:32:15
Yeah, we, we. 01:32:18
Well, tunnels we all went out there and looked at too. And public is not happy about that road either. The. 01:32:20
So. 01:32:27
There again, it's a fresh project. 01:32:29
And and to me, in my mind, when you start out with a fresh project and. 01:32:31
Already having problems with it, it's not going to get any better. 01:32:35
You know, and it a lot of it's gonna depend on the type of winter we have. 01:32:38
Moisture and all that too. 01:32:42
On these chip sales? 01:32:44
So, umm. 01:32:45
Yeah, I'm. 01:32:48
You know, double chip. 01:32:52
Tried it, didn't work. We don't need to try it again. I guess, you know, it's, it's kind of moral of the story. 01:32:54
But uh. 01:32:59
I know from. 01:33:01
The the folks out there. 01:33:02
They would like to see something done to fix it. 01:33:05
Yes, Sir, there's not going to be any kickback from them. 01:33:09
Yes, Sir. 01:33:12
And that's, that's the good news about maintenance is there's going to be some of the. 01:33:13
The washboard, that is. 01:33:17
We're going to be assessing that and. 01:33:20
Do we need a shock to it? Do we need to repair it? 01:33:22
Again, the low water crossing, a few other things that. 01:33:25
Have some drainage challenges there. 01:33:28
That we're going to be taking a look at and that's going to be more on the maintenance side that we're going to be stirring up. 01:33:30
See, that's the problem too. And Tom knows this is. 01:33:35
As well as you do that, you know, you just start nickel and diming it to death and what do you have at the end? 01:33:38
Still an issue. 01:33:43
And a lot of times it's your money ahead just to dive in there and. 01:33:45
Do it and be done. 01:33:49
Yes, Sir. 01:33:51
So. 01:33:53
So sometimes sitting up here is not all that easy because. 01:33:57
We have to take the words of. 01:34:01
Recommendation double chip seals and work. It's going to be great. 01:34:03
And let's spend $4 million and do it and. 01:34:08
And then the outcomes not? 01:34:10
What we want so. 01:34:12
There seems to be a change in the attitude on. 01:34:16
How we address our roads. And Joseph, I'm presuming that's coming from you now as the new director. 01:34:21
And so I think I like that. 01:34:27
I just want to be. 01:34:30
Have everybody. 01:34:31
Honestly, give me the assessment I. 01:34:33
Not an expert on. 01:34:35
Ship sealed Double ship sealed. Shoving and. 01:34:37
All those things I. 01:34:40
I just know if it doesn't turn out right, why did? 01:34:42
Why was it recommended that we do that? 01:34:45
So I'd rather spend more money to get it done right. 01:34:49
And I have to deal with it again. 01:34:53
So Gibson Ranch Rd. I've been out there. I get called on that one too. 01:34:55
And so I said, OK, I'll take a look. You know, people that know me live out there, so they. 01:34:59
And so we go out and it's not super bad. 01:35:05
But it's not perfect either. I mean, it's not a runway. You don't want to land a shuttle on it. But. 01:35:07
It's only going to progressively digit. 01:35:14
Again, and it's a reflection on the county. 01:35:17
Absolutely. 01:35:20
But I get mixed reviews. I get comfortable that. 01:35:22
Think it's the best repair they've ever seen? 01:35:24
Was there? We're certainly going to be taking a hard look at it, see where we can. 01:35:27
Do the repairs where we need to. 01:35:32
And if we need to go in there and. 01:35:33
Completely do an overhaul, but we're going to be able to bring you data and information. 01:35:36
And, you know, you bring up a really good point. Supervisor Christensen is. 01:35:41
How can we guarantee? 01:35:45
This information that we're bringing up here is going to provide the results. 01:35:47
In the matter of the fact is, it's always a risk. 01:35:51
Even for us to be able to come up here and tell you that, hey, this is going to come out perfect. 01:35:53
We're not coming up here to tell you we're going to make it perfect. 01:35:57
We're going out there to do with industries, standard norms. 01:36:00
We're going to tie it to engineering. 01:36:02
We're going to tie it to the key performance indicators, giving us the highest potential for a positive outcome. 01:36:04
And what we're doing is we're revamping how we manage our projects. 01:36:10
This is something I'll be working with the team on is. 01:36:13
How do we monitor our projects? So right now a lot of our projects, they're given to a contractor. 01:36:15
In those contractors have an expectation. 01:36:21
But how we write that contract makes a difference. 01:36:23
Should they be owning some of that work? Should there be warranty tied to it? 01:36:26
And in, how do we address some of those issues on the back end? 01:36:29
But here's the really important part. 01:36:33
Is how do we address those when the projects are carrying through? 01:36:34
So being able to monitor the surface temperature, the ambient temperature. 01:36:38
What are the? 01:36:42
And having. 01:36:43
Standard operating procedures of how we're going to address that with the contractor. 01:36:45
Do we need to put a? 01:36:49
The poor today. 01:36:50
Do we need to move this? 01:36:51
So we're going to be testing these projects in. 01:36:53
Whether I see that or any of the other projects. 01:36:56
We're gonna be. 01:36:58
Hitting those projects head on. 01:36:59
Testing. Evaluating. 01:37:02
Being actively on those projects so we can identify some of these issues. 01:37:03
And that's the challenge with projects. 01:37:07
You're going to have issues. 01:37:09
It's just how do we handle them as a county and how do we? 01:37:11
Hold the contractor accountable. 01:37:13
And then from. 01:37:16
The start of it. 01:37:17
How do we select the right contractor? 01:37:18
Lowest bid. It can be a very productive tool. 01:37:20
For procurement. 01:37:23
But there's sometimes we need to look at different procurement vehicles that are going to give us the highest yield for the 01:37:24
highest risk. 01:37:27
These are high facing. 01:37:30
Projects. 01:37:32
They hit the public right away. 01:37:33
So those are things that we're going to be looking at from the cradle. 01:37:35
All the way up to the finished. 01:37:39
Product so. 01:37:40
Supervisor when we when we say we're looking to give you a solid product. 01:37:42
Those are the things that we're going to be taking steps into the right direction. 01:37:45
To be able to give you monitoring. 01:37:49
And the key performance indicators to. 01:37:50
This is everything we did. 01:37:53
To be able to make it the best product that we can't. 01:37:54
Thank you. 01:37:58
Yeah, I have. 01:38:00
I have nothing on that particular Rd. 01:38:01
So OK. 01:38:03
Don't appreciate? 01:38:05
OK. I'll move on to Wallaman Rd. 01:38:08
That includes the World Drive and Beer Tree. 01:38:11
So that roads in. 01:38:14
Some work on it. 01:38:17
And what I would like to do. 01:38:18
Before I make a recommendation of a full reconstruction or some type of chip seal, I don't even like to. 01:38:21
Mention that word right now, but. 01:38:27
I would like to get a design engineer on board. 01:38:29
And have them look at it. 01:38:32
And design something for us that I can then bring to the board and say. 01:38:34
This is what we would like to do. It could be a full reconstruction. There's some bad sections out there. There's some sections 01:38:39
that are not quite so bad. 01:38:42
Where a double chip seal or single chip seal might. 01:38:46
Might be the solution. 01:38:50
But the first step is and I'm ready to do this. 01:38:51
Get an engineering firm on board. I've already reached out to Kimberly Horn to get a. 01:38:55
Proposal and then get this designed. 01:38:59
Get it back to you guys for. 01:39:03
Some. 01:39:05
I'll be happy to answer any questions. 01:39:07
I have. 01:39:10
I have one the. 01:39:11
The city county border. 01:39:13
Is that road? Is it not? It is and so. 01:39:15
The. 01:39:19
The other side of the whole Rd. So. 01:39:20
It's not down the middle of the road. 01:39:24
They're on the one end. 01:39:26
Towards the globe. 01:39:27
As you're getting into downtown globe that are on there. 01:39:29
Area OK, but up it it's out it's. 01:39:31
All ours. 01:39:34
Well, not that portion that's owned by the city. Yeah, that's not right. But I mean up in the portions that you're talking about 01:39:36
getting, that's all ours. 01:39:40
For that's all us. 01:39:44
Yes, OK. 01:39:45
Just just a question. 01:39:47
I knew it was their close so. 01:39:50
OK. No further questions. I don't believe on. 01:39:52
Waller, Monroe. OK. Kellner Crossing. I'm going to ask Jeff to come up, and he's been. 01:39:56
Working on that project in a. 01:40:01
Give a quick update on that. 01:40:04
Supervisors Chairman. 01:40:07
Kilmer Crossing. I want to address Kilner Crossing in terms of. 01:40:11
Russell Rd. 01:40:16
OK. Russell Rd. We're going to be talking about a little bit later. 01:40:17
But the reason that Kellner Crossing is of such an issue this is. 01:40:21
This is actually a small little section. 01:40:25
But it's important because. 01:40:28
Because Russell Rd. is out of Commission. 01:40:30
It's the only way to get back to the residents that live back in that area. 01:40:33
It's the only way to get to the. 01:40:37
Where the all of our antennas and everything are for. 01:40:40
All of our emergency services and all of that stuff, so. 01:40:44
The concern there is is it's a low water crossing. 01:40:48
It's functioning as a low water crossing, but it's not built. 01:40:51
As a low water crossing. 01:40:54
It has a 36 inch pipe and an 18 inch pipe. 01:40:56
That go underneath the road. 01:41:00
And just paved in over the top of it. 01:41:02
Frankly, I'm concerned that it's going to get blown out. 01:41:06
If we get a big flow, it's going to we're going to lose it and then we have no way to get back in there. 01:41:08
So. 01:41:13
This this creates a little bit of a challenge. We can't shut the road down. 01:41:15
Because we have people who live back there and there's no other way to get back there. 01:41:19
So pulling the whole. 01:41:23
Crossy now. 01:41:25
And putting in new boxes or something to upgrade make it a lot bigger. 01:41:26
It's just not feasible at this time because there's no way to get around it. 01:41:31
So what we're proposing is a low water crossing still. 01:41:36
But make it more resilient to. 01:41:40
The flows that we're going to be looking at. 01:41:44
Potentially in the future. 01:41:46
And so it'll be a concrete. 01:41:48
Over the top of the existing pipes we could. We can do that. 01:41:50
Elaine at a time and leave it open. 01:41:54
It also will have upgraded head walls that would train the water a little better. We've got. 01:41:57
A couple of homes that are. 01:42:03
You know, right up next to the wash there that we could do a little protection measure as we go. We actually looked at this 01:42:04
crossing. 01:42:07
When we were looking at the NRCS projects and with edema. 01:42:11
The problem is, is it? 01:42:15
Was not washed out. 01:42:17
So they don't look at it as. 01:42:19
Something that they can come in and reimburse us for. 01:42:21
So we pulled it off of that list. 01:42:25
And we're looking at. 01:42:27
Doing this ourselves and and. 01:42:29
Fixing. 01:42:31
Making it so that. 01:42:32
We still have access back there, at least until we can address Russell Rd. 01:42:34
And make it something that is going to that's going to last if we get a big flow. 01:42:38
With that I got any questions? 01:42:44
If you guys are climbing questions. 01:42:46
Well, that's a tough one. 01:42:48
You know if it's not broke, don't fix it. 01:42:50
Type of thing, right? 01:42:52
Yeah, and access, I understand that is an issue. 01:42:53
So, umm. 01:42:56
I don't know what that question to ask you I guess. 01:42:58
I'm sure there's some there, but I don't sure what it is. So thank you, Jeff. 01:43:01
I will also add. 01:43:05
That as far as we you know, we're looking at these other projects, this is a fairly lower cost. 01:43:06
Fixed, but I think it. 01:43:12
Isn't it? It's probably one of the more important. 01:43:13
Access points that we have. 01:43:16
Would it be prudent to wait until Russell? 01:43:19
Prepared enough? 01:43:23
So where this could be? 01:43:24
Taken out. My concern is is that we get a major event. 01:43:26
And it blows out and then we have no access back there. 01:43:30
OK, I. 01:43:36
I agree with you, I was there. 01:43:36
I've been there when it's. 01:43:39
Flooded. 01:43:40
I've been there when we walked through to look at some of the projects for the 220. 01:43:41
Day projects. 01:43:47
And it it's not in very good shape. 01:43:48
Now. 01:43:52
And so. 01:43:53
An event would take that out. 01:43:55
Which would leave the entire canals. 01:43:57
Without access. 01:44:00
Not even an old dirt Rd. 01:44:02
And so I think it. 01:44:04
Is important that we do. 01:44:06
What we can with it. 01:44:08
Because we don't know. 01:44:10
What design on Russia will get into that earlier? 01:44:12
But that's still. 01:44:15
Years out. 01:44:17
In reality, as far as I know now. 01:44:19
Because we don't even have design yet. 01:44:23
And so. 01:44:26
I think it's an important project because I've been there during the water, I've been there after the water. 01:44:27
And if like you say, if that goes Kellner Canyon. 01:44:33
Those people have. 01:44:37
No way to get. 01:44:38
In or out? 01:44:39
Or emergency. 01:44:40
Services or. 01:44:42
Like I say, if we get storms like that. 01:44:44
All of our towers are on top of the panels. 01:44:46
And uh. 01:44:49
The only access then would become Coco. 01:44:50
So I think it's. 01:44:52
It's a small project, but I think it's an important. 01:44:54
Project that's. 01:44:57
That's my $0.02 worth. 01:44:59
So if there's no. 01:45:01
Further questions on. 01:45:04
Counter crossing. 01:45:06
Then, Tom, we can reach out for another row. 01:45:07
Thank you. 01:45:11
Great. Thank you. OK. So I'm going to move on to Russell Rd. 01:45:12
So Russell Rd. 01:45:16
We have the Smart Grant for just over $1,000,000 a million $41,199. 01:45:19
And that's administered by ADOT. 01:45:25
The Ardora is the design firm. 01:45:28
So right now. 01:45:31
We are. They have completed the first phase and they've completed plans up to about 30%. 01:45:32
We've got about $400,000 left. 01:45:39
To get us to final design and. 01:45:42
Environmental clearance. The need for clearance. 01:45:45
The problem is. 01:45:47
Adot contacted me and said. 01:45:49
The 400,000 is not enough, we're going to need an additional 500,000. 01:45:52
Of county funds. 01:45:58
To complete design. 01:45:59
Which we could. 01:46:01
Get that done pretty quickly. 01:46:01
And complete NEPA. 01:46:04
And then we would have a full bid ready package. 01:46:06
So what I'm proposing is that. 01:46:09
We look at giving ADOT this additional $500,000. 01:46:14
And they will then. 01:46:19
Take the our design. 01:46:20
Get it designed. 01:46:22
And get it bid ready package. 01:46:23
When people will be completed? 01:46:25
And then we will have a full get ready set of plans. 01:46:27
One other thing that we just did last month is we applied for a $25 million grant. 01:46:31
To construct Russell Rd. 01:46:37
NSFLTP. 01:46:39
That's nationally significant federal land tribal program grant. 01:46:41
And so we have not heard back on that one, but that we asked for $25 million on that. 01:46:47
But what I'm asking for today? 01:46:52
Is that you? 01:46:54
I would like to come back to you guys for an additional $500,000. 01:46:56
So we can complete this design. 01:47:00
Be happy to answer questions. 01:47:03
Supervisor client. 01:47:05
So, Tom, without that complete design, you have troubles. 01:47:07
Getting grant money. 01:47:11
A lot of these grants, they want completed plans with nephew. 01:47:13
Clearance. Mm-hmm. 01:47:17
Yeah. So I think that first step is that that 100% design. 01:47:18
Nuclear clearance that that. 01:47:23
That completes your package and you're ready to go. 01:47:25
And without it, I don't think you're gonna have any luck. So I I think with Russell Rd. 01:47:28
As far as that goes, I think we'll kind of need to do that. 01:47:34
Yeah, that's just where I'm at. 01:47:38
I don't see where we don't have it. We don't really have a choice. We have to. 01:47:41
Well, we do what we could do. What Adon has said is we've got 400,000. 01:47:44
So ADOT can take that 400,000 they didn't get us to say. 01:47:49
90% plans without NEPA clearance. 01:47:54
And we can put that on the shelf. 01:47:57
Until we someday decide. 01:47:59
We'll come up with the 500,000. 01:48:01
To complete it. 01:48:03
That's the other option. 01:48:04
That's not what I recommend. 01:48:06
OK, Yeah, I. 01:48:08
I've been concerned and I've asked questions about this many, many times and it seems to me that. 01:48:11
And I used to have monthly meetings. 01:48:18
And this road came up quite a bit and it seemed to me. 01:48:21
That at one time we were about 90% design. 01:48:24
And the estimated cost was $22 million to fix it. 01:48:29
That's not in the conversation today. 01:48:34
So then, OK, we received a. 01:48:36
The first grant. 01:48:40
For design and then we were obligated to put in for the grant. 01:48:42
To rebuild it. 01:48:48
So I'm getting information here. 01:48:50
And then information here. 01:48:54
Which makes me wonder about information. 01:48:57
In the middle. 01:49:00
If if they gave us money and says. 01:49:02
You've got to get to a certain point and then you got to put in for the other grant. 01:49:04
And they didn't give us enough money. 01:49:08
Why don't we ask him for more money? Because their money didn't get us to where they want us to go. 01:49:12
That's just I don't expect you to answer that question today. 01:49:18
But where I'm at it's like, OK, here's $1,000,000 for design. 01:49:22
And it's like, knock on the door, it's like. 01:49:25
Guys, $1,000,000 didn't get Sir. 01:49:27
We're going to need another 5 to get where you want us to go, and we're obligated to go and we've already spent a bunch of your 01:49:30
money, but we're not where we need to go so. 01:49:34
Yeah, we got to get designed, but I mean, I don't know if we're. 01:49:40
Once that happens, that's why I was skeptical. 01:49:44
On the. 01:49:48
Kellner because. 01:49:49
Joshua knows what I'm going to get this done. 01:49:50
If now if we throw another. 01:49:53
500,000 added. 01:49:55
Because they didn't give us enough money to get where they wanted us to go. 01:49:57
And then we're looking at. 01:50:01
Putting in for a grant for $22 million, it's like. 01:50:03
Wow. 01:50:06
You know, we're, we're having a hard time getting. 01:50:07
Getting money to. 01:50:10
Restore the storm damage that we've had now. 01:50:11
So how can we go to the same government and say, oh, Oh yeah, we need 22 million to open the road? 01:50:15
It's Gly. 01:50:22
It's it's difficult, but. 01:50:24
It's a very important Rd. 01:50:27
For our for the community down here. 01:50:30
Because. 01:50:33
For access. 01:50:35
6 shooters in better shape now. 01:50:37
But before A6 shooter got washed out. 01:50:39
Russell was our only way to get. 01:50:42
Over and around. 01:50:43
Through calendar. 01:50:46
But now 6 shooters a little better. 01:50:47
So, you know, we don't have the threat when we put in for a grant that. 01:50:50
Well, if 6 shooter washes out, it's like, well, you guys just put all this money in six shooter. 01:50:54
So, you know, Russell's not. 01:50:59
That important because six shooters. 01:51:02
Fixed now so. 01:51:04
Yeah, it that, that's a can of worms there. 01:51:06
And so. 01:51:09
Anyway, I guess. 01:51:10
I don't know where that. 01:51:13
Money would come from. 01:51:15
That they're asking for. 01:51:17
To finish design. 01:51:19
But those are. 01:51:22
Questions that I have. 01:51:24
Because of information that I. 01:51:29
I'm not sure. 01:51:31
So that's that's my two cents on that one. 01:51:32
Tom, is is, is there any? 01:51:38
Other grant money out there that would help us with that 500,000 that. 01:51:42
We could apply for to help get us there, or we could apply for another SMART grant. 01:51:45
There might be some other grants we could apply for for the 500,000. 01:51:50
It's, you know, it's going to take time. 01:51:54
Course and. 01:51:57
But yeah, that is an option. We can definitely look at that if. 01:51:58
I think the 500,000 would probably come out of her funds. 01:52:02
Transportation exercise funds, that's probably where we would get it. 01:52:05
But if we decide, hey, maybe you know. 01:52:09
Let's temporarily put this project on hold. 01:52:12
Go look for that. 01:52:16
$500,000 through a grant opportunity. 01:52:17
And hopefully that would come through and then we could finish design it, then we wouldn't have to. 01:52:21
So right now I I hear though you've already applied for that 20. 01:52:25
$5,000,020.00 Grant Yes. 01:52:30
So you kind of. 01:52:33
Behind the power curve on this one. 01:52:35
Because you're gonna have to have that 100% design. I'll bet you a dollar on it. 01:52:37
Oh yeah, so umm. 01:52:40
I'm hopeful, you know. 01:52:42
We just applied for last month in July. 01:52:44
It I don't know when we'll hear the results of that grant. 01:52:47
I'm hopeful I I went on their website and looked at some of the other awards they've made over the last several years and. 01:52:51
I think we're in line with what the program. 01:52:58
All about. 01:53:00
And so my fingers are crossed and I'm hopeful that, yeah, it may come through for us. Hold on just a second. 01:53:02
Michael, did you have input? 01:53:10
Chairman and members of the board as far as the 500,000 goes. 01:53:12
We would be looking at her. 01:53:15
However, if Earth cannot cover it or we decide. 01:53:17
Not to cover with her if we do have the capacity in talking to Marin in our capital projects to cover that. 01:53:20
OK. Thank you. Perfect timing. 01:53:28
OK. And and I'd like to add one thing. When when we talked about you mentioned and you were correct in everything you said. 01:53:31
Just a little clarification. 01:53:38
So we took. 01:53:40
Adot broke. 01:53:42
Russell rode up into two phases. The first phase. 01:53:43
That took us when I mentioned 90%. 01:53:46
That's when they were looking at, OK, we're going to take. 01:53:49
Abandoned the road and we're going to go up over the mountain and tie in somewhere else. 01:53:52
Or we're going to shift more into the. 01:53:57
Or we're going to rebuild it exactly where it's at now. 01:53:59
That's where we get to that. 01:54:02
When I had mentioned 90%. 01:54:03
A long time ago. 01:54:05
And so we got through that and they were recommend we rebuild the road basically where it sits right now is what they recommended. 01:54:07
And that that was the first phase and now we're into this final phase to get final design. So OK, that's great. 01:54:15
Thank you. Any more questions on Russell? 01:54:23
OK then. 01:54:27
Go ahead. OK, last one. 01:54:28
So Johnson Blvd. in Tonto Village and I think on. 01:54:30
Agenda today it said Tunnel Basin, but it's Tunnel Village. 01:54:35
So again, this is an ADOT administered project OSB grant, off system Bridge grant. 01:54:39
And this is fully funded by ADAD. 01:54:46
$770,000 we don't have a penny. 01:54:48
In that they and that was for design and construction. 01:54:51
So we have. 01:54:55
Done with design. 01:54:56
A dot is ready to advertise this project for construction. 01:54:58
Again, we've had no money invested up till now. 01:55:02
Adot came to me about a. 01:55:06
A few weeks ago and said. 01:55:07
Were a little bit short. 01:55:10
We need to put an inspector out there. A dot wants to put an inspector, which is. That's just the way it works and we we need 01:55:11
that. 01:55:15
They said we can do a part-time inspector. 01:55:18
Which is going to cost 64,000 plus change. 01:55:21
Or we can put a full time inspector out there. 01:55:25
It's going to cost $128,000. 01:55:27
Hasn't changed. I recommend we put a full time inspector on the project. He did there all the time watching the contractor. 01:55:30
We're going to get better quality. 01:55:37
Issues will be resolved. 01:55:40
Quicker with a full time inspector, there's just a lot of benefits. 01:55:41
And so my recommendation is that we go with a full time inspector. 01:55:45
So I'll come back to you. 01:55:50
With that proposal, if you guys decide that's the way to go. 01:55:52
And then we get that to a dot. 01:55:56
And they'll advertise the project for construction. 01:55:59
Be happy to answer questions. 01:56:02
What's What's the lifespan of this project? 01:56:04
Tom, how long is it going to take to build it? 01:56:07
It's a pretty it's a single span bridge. 01:56:09
Yeah. It's, it's six months, Yeah. 01:56:11
So I can't imagine us not having an inspector on the job. 01:56:15
While it's being built tight. 01:56:18
I think. 01:56:20
I I don't know how you do that. 01:56:21
Yeah, so. 01:56:23
That answers the question from my standpoint. 01:56:25
Gentleman, so I'm familiar with Johnson Blvd. So is this. 01:56:30
I'm trying to envision. 01:56:35
The giant chasm that. 01:56:37
We're going to be building a bridge over. 01:56:39
It doesn't seem like there's much of anything out there on Johnson Blvd. is it? 01:56:41
At the very beginning as you enter. 01:56:45
Town of village? Or is it at the other end? It's in the middle. 01:56:48
OK, Yeah. 01:56:51
And there's like a culprit there. 01:56:53
No, there's there's a bridge there now. 01:56:55
And it goes over a dry Creek. I don't know the name of the Creek, I'm not even sure it has a name, but it does go over a Creek 01:56:58
that does flow at times. 01:57:02
Yeah, but kind of a yeah. 01:57:06
And there's homes on each side. 01:57:08
So it's right there in the community. 01:57:10
Right, OK. 01:57:12
All right. Thanks. 01:57:14
I had no question. 01:57:16
Mr. Chair, if I might have another question for Tom. 01:57:19
We have a list of all this but. 01:57:22
I know that 512 Road is just about. 01:57:24
Complete for design and. 01:57:26
And, umm. 01:57:28
The the assessment thing on that. 01:57:29
Do you have an update for us on that? 01:57:31
I do have an update on Young Rd. 01:57:33
So we met with ADOT. 01:57:35
Yesterday and for service. 01:57:36
And got an update so we just completed. 01:57:39
60% plants. 01:57:42
And we are quickly moving towards 90% plans and 100% plans. We'll have 90% plans in November. 01:57:44
And ADOT will be ready to advertise this project. 01:57:52
In January. 01:57:56
And we could go to construction in February. 01:57:58
The problem is. So we're looking at 13 1/2 miles. 01:58:02
That we want to pay. 01:58:05
It's going to be a $25 million. 01:58:08
That's currently what we're estimating it at 60%, Thirty $25 million. 01:58:10
ADOT will not advertise the project unless. 01:58:15
Gila County writes a check. 01:58:19
For $25 million and cents. 01:58:20
If we don't do that. 01:58:23
If we don't come up with the 25,000,000. 01:58:25
They're going to stop at stage 4, which is 90% plans. 01:58:28
They will not complete the NEPA. 01:58:32
And the project will just kind of sit there. 01:58:34
And we're there. This is going to happen in November. 01:58:38
So. 01:58:42
We are going to apply for grants. 01:58:43
We've already I'm working with Amy. 01:58:45
And her staff were already looking at grant opportunities to apply again, $25 million. 01:58:48
We want to. 01:58:55
Get this thing built. 01:58:57
Now this project is scalable. 01:58:59
And when I say that, I mean we could build 2 miles of it. 01:59:01
You know we could take take the worst 2 miles. 01:59:04
And if we had? 01:59:07
$2,000,000. 01:59:08
We could say we're going to pave a mile of this. 01:59:09
The problem is that. 01:59:12
It's being designed. 01:59:15
Package. So I would have to go back to the engineering firm and say this is what we. 01:59:16
We've got 2 million. 01:59:21
Break out this one mile section. 01:59:22
Design that as a standalone project. 01:59:24
And then I would have to get with. 01:59:27
And say I know you guys cleared the whole project NEPA. 01:59:29
I want you to take a look and only clear this. 01:59:33
One or two miles section. 01:59:37
And we talked about that yesterday with ADOT and they said. 01:59:39
That could be a problem. 01:59:42
To me it makes absolutely no sense. If you cleared the whole project, why can't you just? 01:59:44
Take take out a one mile chunk and. 01:59:48
Right and clear that. 01:59:51
It's already cleared. 01:59:52
I'm not sure ADAT knew what they were. 01:59:54
Saying yesterday but. 01:59:57
It really makes no sense to any of us so. 01:59:59
That's something we would have to work with. 02:00:01
But that's kind of where we're at. 02:00:04
I know $25 million is a lot of money. 02:00:07
But if we could come up with that. 02:00:11
We could have Young Rd. under construction in February. 02:00:13
So. 02:00:17
But you know, excuse me, No. And nothing against it, Joe. That's not the on the agenda. 02:00:18
But it is a work session so. 02:00:24
Are we? Are we OK? 02:00:26
Yes. Umm. 02:00:28
OK, good enough. I was just gonna do. No, I didn't. I just need to be sure we were safe because. 02:00:29
We could get up into another three or four different roads here before this is over and I just wanted to be sure that we're good. 02:00:34
Because that wasn't on. And so if we're good. 02:00:41
Continue. Thank you, Joe. 02:00:44
So one of the things is after the Tunnel Creek Bridge, 512 was the top of the priority, yes. 02:00:46
And so Robin. 02:00:52
Heist Dan was here a week ago. I think she met with with a lot of your departments and looked at projects. 02:00:54
And so I don't know if you guys are talking to her, but. 02:01:00
Federal highways may have something out there for grant monies. 02:01:03
You know that's. 02:01:06
That's where. 02:01:08
Where she comes to play right there, yes. So I know, Robin and I knew. 02:01:09
The lady before Robin. So yeah. 02:01:13
Yeah, we're in contact with them. 02:01:15
Any opportunities? 02:01:18
We're going to look at it and again, if they can get us two or three million. 02:01:20
At least we could build a mile section. 02:01:23
I'd love to get the entire $25 million and get this thing under construction in, say, February. 02:01:26
Then give a date out. 02:01:33
If it's FHWA money, adopt will administer it? Yes. 02:01:35
Thank you, Tom. 02:01:39
Yet I think we definitely got to reach out to Washington. 02:01:41
One, we've got to have some money come in for this. 02:01:44
And we have a couple senators, or at least one that is. 02:01:48
Interested in the development of the young area for several purposes so. 02:01:52
If we don't do the whole project, we're going to be spending more money. 02:01:58
Overtime. 02:02:02
Yeah, because it. 02:02:03
They would charge us to break out a section. 02:02:04
Yep. 02:02:06
OK, anything else on? 02:02:09
OK. I would like to thank. 02:02:15
Staff very much work. 02:02:17
This work session on. 02:02:20
On these projects. 02:02:21
And I think a lot of things. 02:02:24
Are different. 02:02:27
Because of. 02:02:29
Of staff and the team effort. 02:02:30
Because these projects brought up. 02:02:33
To get our input of where and how and why and kind of an explanation. 02:02:36
And pest management that didn't. 02:02:41
Seemed to happen often it was more of a dictatorship. So I just want to thank you guys very much for. 02:02:43
Your time, energy and effort today in. 02:02:50
Bringing these projects forward. 02:02:53
With us for discussion. Thank you very much. 02:02:56
And so. 02:03:00
I will move on. 02:03:01
Now 2 call to the public. 02:03:03
Do we have any public up in patient? 02:03:07
We haven't seen them for a while. 02:03:11
I think, and we look at pacing, we're still on. 02:03:17
Public works engineering project. 02:03:21
To see if we have anybody with call to the public. 02:03:25
No, we do not. 02:03:28
But thanks for bringing that. 02:03:29
Light to us. 02:03:31
And so, OK, do we have any call to the public? 02:03:34
Here. 02:03:38
OK, how many do we have? 02:03:40
With you today on IT. 02:03:42
96 views total 18. 02:03:45
19 total, 18 current. 02:03:48
So 96. 02:03:51
Oh, OK. 02:03:53
Good. No comments. 02:03:55
OK, good. 02:03:58
Well, I'm glad that people are participating and being more interested in. 02:04:00
What we're doing. 02:04:06
For them. 02:04:07
Summary of current events. 02:04:09
Mr. 02:04:11
Chairman, members of the board, thank you. I just have a couple updates. 02:04:13
I'd like to introduce in our audience we have Van Ornelius. 02:04:16
Or malice. 02:04:20
Nice mistake is our communication specialist that just came on board. 02:04:21
So he's going to be in charge of. 02:04:26
Meeting one-on-one with all of you. 02:04:27
To find out what kind of communications you would like. 02:04:30
To see in Gila County, he's also going to be meeting with the towns and the cities. 02:04:33
To improve that communication. 02:04:37
And work on our marketing. 02:04:39
Social media programs as well. 02:04:42
So he's a fifth generation Arizonian from Yuma. 02:04:44
I believe. 02:04:48
And he has. 02:04:49
Excellent experience in that position, so. 02:04:50
Welcome, Ben. Thank you very much. 02:04:53
Thank you. Welcome aboard. 02:04:55
We, we met you earlier, yes. 02:04:57
Thank you and community development at a previous work session. 02:04:59
Randy brought forth the comprehensive plan to the board. 02:05:04
Going out, forbid and those kinds of things. 02:05:08
And Supervisor Klein recommended we take a look at doing it in house. 02:05:11
And we received the bids and we're going to be taking up supervisor client on his idea. 02:05:15
And the bids were a little bit more than we want to spend so. 02:05:21
We've met with our teams and we're going to be doing that in house. 02:05:25
And when we get a. 02:05:28
When we get a meeting together. 02:05:30
To bring. 02:05:32
Back to the board during the work session, the strategies and how we're going to do that. 02:05:32
We'll do that in the next four to six weeks. 02:05:36
With elections coming up in November. 02:05:40
Talked to Alfonso, we met with the recorder. 02:05:43
Emergency Management Alfonso about a month ago. 02:05:46
We talked strategies for trying to recruit new volunteers. 02:05:48
And as of today, Alfonso and his team have recruited. 02:05:53
40 new poll workers. 02:05:58
We were short and poll workers in almost every election so. 02:06:00
With the recorders assistance on getting us a list. 02:06:04
Of potential people in Gila County who want to volunteer. 02:06:08
And some other strategies. They're doing an excellent job this year. 02:06:12
So we're still needing about 10 volunteers and we're hopefully we'll have those lined up in the next next week or two. 02:06:15
So that that's really good news there. 02:06:23
And. 02:06:26
The last one, the last update would. 02:06:27
Tiffany just notified me this morning that there's going to be a change in the public fiduciary. 02:06:30
The Arizona Supreme Court is revising their requirements for fiduciary offices. 02:06:37
To include all clients visits to be made by licensed to do. 02:06:43
Only. 02:06:47
So there's only two licensed fiduciaries in her office. That would be Tiffany and her deputy. 02:06:48
So that's going to be a big change for her. 02:06:55
Department and that goes into effect November 15th of this year. 02:06:57
So. 02:07:01
So that's going to be a big change to her, but we're going to be able to support Tiffany and she already has a plan in place. 02:07:03
With with her other employees to meet those requirements from the Supreme Court. 02:07:09
So she already has her department ready for this so. 02:07:14
However, support she needs while county. 02:07:17
Management will help her with that. 02:07:20
And that's all my updates. 02:07:21
Thank you very much, Supervisor Klein. 02:07:24
I don't have a lot. Last Saturday I helped with the Community Center up there on a. 02:07:27
On an auction fundraiser went real well. Had a good time with that. 02:07:32
And then we had received a card from. 02:07:36
All of our youth workers out of. 02:07:40
Hayden and Winkleman thanking us for this. 02:07:42
The youth program that we've had here for a while, so. 02:07:45
I think that was really cool and. 02:07:48
They're real appreciative of that program and. 02:07:50
We'll go from there. Thank you. 02:07:53
Supervisor. 02:07:56
Thank you, so not much to report either but yesterday was my regular. 02:07:58
Kmog time slot. 02:08:03
3rd Monday of each month. 02:08:06
It went very well and invited Michael to join me and. 02:08:08
Did and so we had a good discussion, covered a lot of. 02:08:12
Issues got a lot of different phone calls so it was another good session. 02:08:16
It went really well. 02:08:21
Thank you for. 02:08:23
Common, yeah. 02:08:23
OK. 02:08:26
You said fundraiser. What was the fundraiser for the Community Center, the nonprofit? 02:08:28
Oh, good, Yeah. 02:08:33
There's an auction. 02:08:34
Oh, OK, good. 02:08:36
OK, I was, I was on KQSS on the 17th. 02:08:38
I met with Robin from both public affairs on the 19th. 02:08:43
And we toured a lot of the. 02:08:47
Being done. 02:08:50
From the damage that was created by. 02:08:51
The flow her and I have. 02:08:54
Quite a few conversations on. 02:08:55
Things that. 02:08:57
She can help us with. 02:08:58
I'll attend the LEPC local emergency planning committee. 02:09:00
That's pretty much all the. 02:09:05
On Thursday. 02:09:07
And then that meeting will. 02:09:09
Be at the fairgrounds and so. 02:09:12
Anyway, that's about all I have. 02:09:14
So if that's all we have, I will go on to. 02:09:16
#5 quest for. 02:09:21
Future agenda items. 02:09:23
Supervisor Klein, do you have any? 02:09:26
Thing that you would like to see on a future agenda? 02:09:28
Not at this time. 02:09:31
Supervisor Christianson, I'd like to see same thing. Not at this time. 02:09:33
And and I'm. 02:09:39
Good as well for for now. 02:09:41
But it sounds after our. 02:09:45
Conversation with our deal today we're gonna. 02:09:47
We're gonna have some more things coming up on our agenda, it seems. And so. 02:09:50
That'll create some meetings I'm sure. 02:09:55
Okay, Executive session information discussion action to enter. 02:09:58
Into executive session. 02:10:02
Pursuant to ARS. 02:10:04
38-431 Point 03. 02:10:06
A three and seven. 02:10:10
For discussion. 02:10:12
Or consultation for legal advice with the board's attorney. 02:10:13
And discuss. 02:10:18
Or collaborate or consultation? Consultation with the supervisors to consider. 02:10:20
The counties. 02:10:26
Position regarding the county owned property. 02:10:27
Located adjacent to the Gila County College. 02:10:30
Impatient and Josh will be. 02:10:35
Presenting there. 02:10:38
Are you asking for a motion? 02:10:41
I am asking for well so moved. 02:10:42
Mr. Chairman. 02:10:45
I'll second it. 02:10:46
OK, we have a motion a second. All in favor say aye. 02:10:47
Aye. 02:10:51
I will take a little short break and I'll see you in executive session we're. 02:10:52
We're back from executive session so reconvene as a board. 02:10:57
Supervisors. 02:11:02
And I will call for. 02:11:05
Emotion. 02:11:07
I'll make the motion, just have staff. 02:11:10
Proceed is discussed. 02:11:12
I'll second having a motion. Second all in favor say aye aye. 02:11:14
I passes unanimous. 02:11:18
And so then I will. 02:11:21
Opposed today's meeting. Thank you all. 02:11:24
Have a good day. 02:11:27
Maybe you have to be reception like. 02:11:32
