1. CALL TO ORDER- PLEDGE OF ALLEGIANCE - INVOCATION
2. PUBLIC HEARINGS:
A. Information/Discussion/Action to consider a liquor license application (County No. LL-24-02) submitted by Kelli Smith for an owner transfer with an interim permit to operate a Series 006 Bar License at Cactus Flats located in Tonto Basin; and issue a recommendation to the Arizona Department of Liquor Licenses and Control whether the license should be granted. B. (Recess as the Gila County Board of Supervisors and convene as the Gila County Library District Board of Directors) Convene a Truth in Taxation (TNT) public hearing to hear from citizens regarding the proposed secondary property tax levy rate of $.2425 per $100 assessed value for FY 2025, excluding amounts that are attributable to new construction and any changes that may occur from property tax levies for voter-approved bonded indebtedness or budget and tax overrides, that is $53,507.75 greater than the amount allowed without a TNT public hearing; and approve the proposed secondary property tax levy rate of $.2425 per $100 of assessed value for FY 2025. C. Convene a public hearing to hear taxpayers who may wish to comment on the FY 2025 Gila County Library District Tentative Budget, which was adopted on June 18, 2024, or any proposed changes to the FY 2025 Gila County Library District Tentative Budget; and adopt the FY 2025 Gila County Library District Budget in the amount of $2,789,627. D. Convene a Truth in Taxation (TNT) public hearing to hear from citizens regarding the proposed primary property tax levy for the rate of $4.19 per
$100 assessed value for FY 2025, excluding amounts that are attributable to new construction and any changes that may occur from property tax levies for voter-approved bonded indebtedness or budget and tax overrides, that is $924,530.07 greater than the amount allowed without a TNT public hearing; and approve the proposed primary property tax levy rate of $4.19 per $100 of assessed value for FY 2025. E. Convene a public hearing to hear taxpayers who may wish to comment on the FY 2025 Gila County Flood Control District Tentative Budget, which was adopted on June 18, 2024, or any proposed changes to the FY 2025 Gila County Flood Control District Tentative Budget; and adopt the FY 2025 Gila County Flood Control District Budget in the amount of $675,884. F. Convene a public hearing to hear taxpayers who may wish to comment on the FY 2025 Gila County Street Lighting Improvement Districts' (SLIDs’) Tentative Budgets, which were adopted on June 18, 2024, or any proposed changes to the FY 2025 Gila County SLIDs' Tentative Budgets; and adopt the FY 2025 Budgets for Gila County SLIDs, as follows: Pine SLID $1,790, Apache Hills SLID $2,910, Upper Glendale/Central Heights $1,744, East Verde Park SLID $5,591, Miami Gardens SLID $3,512, Midland/Central Heights SLID $16,884, and Claypool/Lower Miami SLID $26,071. G. Convene a public hearing to hear taxpayers who may wish to comment on the FY 2025 Gila County Tentative Budget which was adopted on June 18, 2024, or any proposed changes to the final FY 2025 Gila County Tentative Budget; and adopt Resolution No. 24-07-01 authorizing the adoption of the FY 2025 Gila County Budget in the amount of $146,774,151. 3. REGULAR AGENDA ITEMS:
A. Information/Discussion/Action to authorize the Treasurer's Office to abate the taxes, interest, and fees on 67 properties, and authorize the Chairman's signature on each of the related Certificates of Removal and Abatement of Tax and Certificates of Clearance. (Monica Wohlforth)
B. Information/Discussion/Action to approve the Fifth Amended Intergovernmental Agreement between Gila County and the Arizona Counties Insurance Pool, which shall become effective July 16, 2024, and shall continue in force and effect for a period of ten years or until terminated in accordance with the terms and provisions of the Agreement and, further, may be renewed for an additional ten-year term by mutual agreement by part or all of the parties prior to the expiration of the original or any renewal term of the Agreement. C. Information/Discussion/Action to adopt Resolution No. 24-07-02 authorizing the acceptance of an easement from Barbara Roberts for approximately 1,341 square feet of Assessor’s Parcel Number 206-09-081. (Homero Vela)
D. Information/Discussion/Action
to adopt Resolution No. 24-07-05, authorizing the Chairman’s signature on
a Purchase Agreement, an Acquisition Incentive Agreement, a Warranty Deed, and
a Temporary Construction Easement granted to the State of Arizona by and
through its Department of Transportation for construction of the State Route
260 Lion Springs Section Widening Project.

E. Information/Discussion/Action to approve Subrecipient Agreement Hazard Mitigation Grants Program - HMGP FM 5385-001-001R between Gila County and the Arizona Department of Emergency and Military Affairs in the amount of $1,541,258.25 with a county match of $539,606.75 and authorize the Chairman's signature on the Agreement. F. Information/Discussion/Action to approve Economic Development Agreement No.05092024 with Globe-Miami Elks Lodge #489 in the amount of $8,500 for the installation of a boundary fence around the Lodge property, which the Board has determined to be for the benefit of the public. (Tim Humphrey)
G. Information/Discussion/Action to approve Economic Development Agreement No. 07012024 between Gila County and Payson Book Festival in the amount of $1,000 to promote local authors and literacy in Gila County, which the Board has determined to be for the benefit of the public. 4. CONSENT AGENDA ACTION ITEMS: (Any matter on the Consent Agenda will be removed from the Consent Agenda and discussed and voted upon as a regular agenda item upon the request of any member of the Board of Supervisors.)
A. Adoption of Resolution No. 24-07-06, which approves the Gila County Administrative Plan for the Housing Choice Voucher Program as required by the U.S. Department of Housing and Urban Development, which has been updated by the Gila County Public Housing Authority, and authorizes the Chairman's signature on the April 1, 2024, Revision of the Administrative Plan for the Housing Choice Voucher Program.
B. Approval of Amendment No. 1 to Contract No. ADCRR 23-175-28 between the Arizona Department of Corrections Rehabilitation and Reentry and Gila County regarding the use of the Correctional Officer Training Academy to extend the contract from May 1, 2024, through June 11, 2025.
