ONE OR MORE BOARD MEMBERS MAY PARTICIPATE IN THE MEETING BY TELEPHONE CONFERENCE CALL OR BY INTERACTIVE TELEVISION VIDEO (ITV). THE MEETING IS ALSO TELEVISED TO THE GILA COUNTY TOMMIE CLINE MARTIN COMPLEX, BOARD OF SUPERVISORS' CONFERENCE ROOM, 707 S. COLCORD ROAD, PAYSON, ARIZONA. THE MEETING ROOMS WILL BE OPEN TO THE PUBLIC AT 9:00 A.M.

3. REGULAR AGENDA ITEMS:

Information/Discussion/Action to release James Menlove from the appointment of Gila County Clerk of the Board and appoint Charlotte Asrarynezami as the Gila County Clerk of the Board per A.R.S. § 11-241, which will be effective on May 19, 2025, and acknowledge Maria Cook as Deputy Clerk Senior, which will be effective on May 19, 2025. B. Information/Discussion/Action to approve Schedule F to the Professional Services Agreement dated April 2, 2013, with Interim Public Management, LLC for the continued consulting services of Interim Public Works Director Troy White through July 24, 2025, for a total contract amount not to exceed $117,000. C. Information/Discussion/Action to ratify the Board of Supervisors' approval for County Manager James Menlove's signature on ten (10) Soil Sampling Access Agreements with Freeport-McMoRan Miami, Inc. for the following properties that are owned by the State of Arizona c/o Board of Supervisors: 205-07-004E, 206-02-013, 206-06-060, 206-06-134, 206-06-310C, 206-06-311F, 206-06-315A, 207-05-004B, 207-06-026A, and 207-07-020A. D. Information/Discussion/Action to adopt Proclamation No 2025-06 proclaiming the month of May 2025 as Treatment Court Month in Gila County. (Lynn Dee Trimble/Chief Keefe)

E. Information/Discussion/Action to authorize Finance Department staff to disburse the remaining Arizona Department of Administration (ADOA) funding to line-level deputies and detention officers of the Gila County Sheriff's Office in compliance with Agreement No. DBFFY23L22CH31304 that is between the ADOA and Gila County. F. Information/Discussion/Action to receive an update on the activities of the Pinal-Gila Council for Senior Citizens dba Central Arizona Aging (CAA) and approve Intergovernmental Agreement No. 04202025 with CAA whereby the County will disburse $165,000; and further, the Board finds and determines that this is for the public benefit to provide services to persons with disabilities and aged persons within Gila County. G. Information/Discussion/Action to authorize the advertisement of Invitation for Bids No. 03182025 - Purchase of Two (2) New Class 8 10-Wheeler Water Trucks. (David LaForge)

H. Information/Discussion/Action to approve Contract No. CTR059323-3-GC1, based on Arizona State Procurement Cooperative Contract No. CTR059323-3, with San Tan Auto Partners LLC dba San Tan Ford in the amount of $845,967.20 for the purchase of fourteen (14) new Ford vehicles as outlined in the specifications. I. Information/Discussion/Action to approve Modification No. 002 to Cooperative Forest Road Agreement No. 20-RO-11031200-003 between Gila County and the United States Department of Agriculture, Forest Service, Tonto National Forest which will update the points of contact for the respective parties and extend the expiration date to September 30, 2026. J. Information/Discussion/Action to approve various Intergovernmental Agreements to jointly cooperate in Gila County's 2025 Summer Work Employment Program with the following entities: City of Globe ($7,608), Town of Miami ($22,824), Town of Hayden ($22,824), Town of Winkelman ($19,020), Town of Payson ($15,216), Hayden-Winkelman USD ($38,040), and Young Public School ($7,608). K. Information/Discussion Action to approve Economic Development Agreement No. 04212025 between Gila County and the Pleasant Valley Community Council in the amount of $10,000 to support the renovation of the commercial kitchen located in the Pleasant Valley Community Center, which the Board has determined to be for the benefit of the public. L. Information/Discussion/Action to approve Economic Development Agreement No. 04062025 between Gila County and Payson Pilots Association, Inc. in the amount of $2,500 to support the Payson Aerofair scheduled for October 18, 2025, which the Board has determined to be for the benefit of the public. M. Information/Discussion/Action to adopt Proclamation No. 2025-07 proclaiming May 2025 as Mental Health Awareness Month in Gila County. (Michael O’Driscoll)

4. CONSENT AGENDA ACTION ITEMS: (Any matter on the Consent Agenda will be removed from the Consent Agenda and discussed and voted upon as a regular agenda item upon the request of any member of the Board of Supervisors.)

A. Approval of the monthly activity reports submitted by the Human Resources Department for April 2025.

B. Approval of the Board of Supervisors' April 29, 2025, and May 6, 2025, meeting minutes.

5. CALL TO THE PUBLIC: A call to the public is held for public benefit to allow individuals to address the Board of Supervisors on any issue within the jurisdiction of the Board of Supervisors. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute § 38-431.01(I), at the conclusion of an open call to the public, individual members of the Board of Supervisors may respond to criticism made by those who have addressed the Board, may ask staff to review a matter or may ask that a matter be put on a future agenda for further discussion and decision at a future date.

6. At any time during this meeting pursuant to A.R.S. § 38-431.02(K), members of the Board of Supervisors and the County Manager may present a brief summary of current events. No action may be taken on the information presented.

7. EXECUTIVE SESSION:

A. Information/Discussion/Action to enter into executive session pursuant to A.R.S. § 38-431.03 (3) for discussion or consultation for legal advice with the Board's attorney(s) regarding the future appointment of the Gila County Recorder due to the pending retirement of Gila County Recorder Sadie Bingham.
