ONE OR MORE BOARD MEMBERS MAY PARTICIPATE IN THE MEETING BY TELEPHONE CONFERENCE CALL OR BY INTERACTIVE TELEVISION VIDEO (ITV). THE MEETING IS ALSO TELEVISED TO THE GILA COUNTY TOMMIE CLINE MARTIN COMPLEX, BOARD OF SUPERVISORS' CONFERENCE ROOM, 707 S. COLCORD ROAD, PAYSON, ARIZONA. A. Public recognition of 15 Public Works Department employees through the County's Spotlight on Employees Program for their exceptional work. (Tim Humphrey)

A. Information/Discussion/Action to adopt Ordinance No. 2025-05, which authorizes an amendment to the Gila County Zoning Map for Unincorporated Areas of Gila County, Arizona by changing the zoning for Assessor's parcel number 301-12-003P located at 4176 N. Highway 87, Pine, Arizona, currently tri-zoned: Transitional Residential District (TR), Residential One District Density Twelve (R1-D12), and Commercial Two District (C2) to designate the entire parcel Transitional Residential District (TR) and add a Trailer District (T) Overlay. B. Information/Discussion/Action to adopt Ordinance No. 2025-06, which authorizes an amendment to the Gila County Zoning Map for Unincorporated Areas of Gila County, Arizona by changing the zoning for Assessor's parcel number 301-66-116U located in Pine, Arizona, identified as Parcel Two of Record of Survey (ROS) 2914 currently zoned Commercial Two District (C2) to Residential One District Limited Density Forty (R1L-D40). A. Information/Discussion/Action to approve Contract No. 253330RFP-GC1 - Assessment Mailings with The Master's Touch, LLC for the term of July 1, 2025, through April 29, 2026, for a maximum, not-to-exceed compensation amount of $65,000. (Sherra Kissee)

B. Information/Discussion/Action to approve Economic Development Agreement No. 2026-00000099 between Gila County and Community Education, Recreational, and Civic Association in the amount of $15,000, which the Board has determined to be for the benefit of the public. (Stephen Christensen)

Information/Discussion/Action to approve Economic Development Agreement No. 2026-00000117 between Gila County and the Globe Downtown Association in the amount of $15,000 to assist with cleanup and restoration activities in the downtown area, which the Board has determined to be for the benefit of the public. Information/Discussion/Action to approve Economic Development Agreement No. 2026-00000121 between Gila County and the United Fund of Globe-Miami, Inc., in the amount of $50,000 to support the Flood Relief Matching Challenge, which the Board has determined to be for the benefit of the public. Information/Discussion/Action to approve Amendment No. 3 to Professional Services Contract No. 081723 - Election Services and Maintenance Service with Election Systems & Software increasing the maximum, not-to-exceed term amount to $56,021.66 to upgrade the Election Department's election management software. F. Information/Discussion/Action to approve Contract No. CTR075949-GC1 - Managed Network Services with Frontier Technology, LLC-MicroAge for an initial term of July 1, 2025, through April 18, 2026, for a maximum, not-to-exceed compensation amount of $108,840. (Dave Rogers)

H. Information/Discussion/Action to approve Contract No. CTR076572-GC1 - Design Services - Gila County Courthouse Roof Replacement with GH2 Architects, LLC for an initial term of October 21, 2025, through April 15, 2026, for a maximum, not-to-exceed compensation amount of $53,364. I. Information/Discussion/Action to approve Contract No. CTR068701-GC1 - Secondary Data Analysis - Safe Streets for All with Community Alliance Consulting LLC for an initial term of October 21, 2025, through December 31, 2025, for a maximum, not-to-exceed compensation amount of $125,000. J. Information/Discussion/Action to approve the Intergovernmental Agreement with Arizona Department of Health Services to allow Gila County WIC to continue providing eligible infants with WIC infant food benefits during the federal shutdown. Funding for this program will be provided by Gila County for up to $33,000 month, not to exceed $99,000 for the period of October 25, 2025 to January 30, 2026. (Joshua Beck)

K. Information/Discussion/Action to approve Contract No. 240161-12-GC1 - Buckhead Mesa Landfill Expansion Environmental Documents/Clearances with Kimley-Horn and Associates, Inc. for an initial term of October 21, 2025, through January 12, 2026, for a maximum, not-to-exceed compensation amount of $238,000. L. Information/Discussion/Action to authorize the advertisement of

M. Information/Discussion/Action to adopt revised Policy No. BOS-HRS-010

- Attendance, Holidays, and Leave to be in effect as of September 25, 2025.

A. Authorization of the Chairman's signature on the University of Arizona (U

of A) Cooperative Extension appropriation of County funds for fiscal year

2025-2026 form appropriating $70,000 to U of A Cooperative Extension.

B. Approval to appoint the following Republican Party Precinct

Committeemen in Gila County: Phyllis Freestone and Tom Freestone - Pine

Strawberry West Precinct.

C. Approval of Professional Services Contract No. 071325 - Legal Services –

Juvenile Dependency with Stephen R. Jones, Attorney at Law, PLLC for the

term of July 1, 2025, through June 30, 2026, with a maximum, not-to-

exceed compensation amount of $55,000.

D. Approval of Professional Services Contract No. 061525-Legal Services –

Felony Criminal, Juvenile Delinquency, & Mental Health with Robert W. Precht,

Attorney at Law, for the term of July 1, 2025, through June 30, 2026, with a

maximum, not-to-exceed compensation amount of $96,000.

E. Approval of finance reports/demands/transfers for the reporting period of

September 1, 2025, through September 30, 2025.

F. Approval to reappoint Gordon Gartner to the Public Safety Personnel

Retirement System (PSPRS) Local Board of Directors retroactive to January 1,

2025, through December 31, 2028; and acknowledge the election of Christopher McGroarty (effective October 8, 2025, to December 31, 2028) and Cole Labonte (effective October 8, 2025, through December 31, 2027).

G. Approval of the following appointments to the Northern Gila County

Range Commission: Appoint Melissa Tuemmler for the term beginning on

October 21, 2025, through December 31, 2026; and reappoint Daniel (Dan)

Wile retroactively for the term of office that began on January 1, 2025, through

December 31, 2028.

H. Approval to reappoint the following individuals to the Gila County

Cooperative Extension Advisory Board: Ms. Shelbi Parker Wilson, Ms. Sammi Jenkins, and Ms. Cassie Waggoner for the term beginning on January 1, 2026, through December 31, 2027.

I. Approval of April 30, 2024, September 27, 2025, and October 15, 2025

J. Ratification of the Board of Supervisors' approval for County Manager

James Menlove's signature on ten (10) Soil Sampling Access Agreements with Freeport-McMoRan Miami, Inc. for the property that is owned by Gila County: 206-03-194B, 206-10-079, 206-07-010B, 206-07-005C, 207-07-005A, 207-07-054, 207-07-053, 207-07-004, 207-07-001, and 207-01-007T.

6. CALL TO THE PUBLIC: A call to the public is held for public benefit to allow individuals to address the Board of Supervisors on any issue within the jurisdiction of the Board of Supervisors. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute § 38-431.01(I), at the conclusion of an open call to the public, individual members of the Board of Supervisors may respond to criticism made by those who have addressed the Board, may ask staff to review a matter or may ask that a matter be put on a future agenda for further discussion and decision at a future date.

7. At any time during this meeting pursuant to A.R.S. § 38-431.02(K), members of the Board of Supervisors and the County Manager may present a brief summary of current events. No action may be taken on the information presented.
