A. Presentation regarding an update on legislative activity in Washington, D.C. from Gila County's federal lobbyist, Patricia Power, of Bose Public Affairs Group. (Patricia Power)
3. REGULAR AGENDA ITEMS:
A. Information/Discussion/Action to approve Economic Development Agreement No. 2026-00000101 between Gila County and Quilts of Valor Foundation, Heart 2 Heart Group 928, Inc. in the amount of $6,000, which the Board has determined to be for the benefit of the public. (Stephen Christensen)
B. Information/Discussion/Action to approve the OpenGov Master Services Agreement with OpenGov, Inc. for its Procurement & Contract Management software platform in a not to exceed contract amount of $244,377.12 for the term of November 4, 2025, through June 30, 2029. (Maryn Belling)
C. Information/Discussion/Action to approve the Intergovernmental Agreement with Arizona Department of Health Services whereby Gila County will provide funding for up to $33,000 per month, not to exceed $99,000 for the period of October 25, 2025, to January 30, 2026, to continue providing eligible infants with WIC infant food benefits during the federal shutdown. D. Information/Discussion/Action to approve a Data Access/Exchange Agreement (ADOT File No. 25-0011048-I) with the Arizona Department of Transportation (ADOT) for access to two of ADOT's databases for crash records and crash information exchange. (Cole LaBonte)
E. Information/Discussion/Action to approve Justice Web Interface (JWI) Hosting Agreement PRG-JHR0003 with Pragmatica, LLC for the term of November 4, 2025, through November 3, 2028, for a contract amount not to exceed $66,037; and to approve Intergovernmental Agreement No. 03152025 with the City of Globe and Intergovernmental Agreement No. 03162025 with the Town of Miami for Pass-Through of Pragmatica, LLC JWI Annual Subscription Standard 100 to share in the cost of the subscription. F. Information/Discussion/Action to ratify the Board of Supervisors' approval for the Sheriff's Office electronic submission of three FFY 2026 Grant Applications to the Governor's Office of Highway Safety for law enforcement projects - 1) $37,000 of which $29,802 is for personnel and $7,198 is for ERE (employed-related expenses), 2) $207,073 to purchase two unmarked vehicles, and, 3) $23,560 to purchase two Intoxilyzer 9000 units to be used for speed and DUI enforcement; adopt Resolution No. 25-11-01; and authorize the Chairman's signature on the Certification form, all of which are components of the Grant Applications. G. Information/Discussion/Action to accept an FFY 2026 Governor's Office of Highway Safety grant award (Contract No. 2026-PTS-024) in the amount of $48,780 for the period of October 1, 2025, to September 30, 2026, that will be used to support Sheriff's Office personnel services (overtime) and employee-related expenses and equipment for Selective Traffic Enforcement Program speed enforcement activities. H. Information/Discussion/Action to award Contract No. CTR066849-GC1 - Mill Ditch Road Project Professional Design Services to JE Fuller/Hydrology & Geomorphology, Inc. for the term of November 4, 2025, through July 31, 2026, for a maximum compensation amount not to exceed $77,000. I. Information/Discussion/Action to approve Good Neighbor Agreement No. 26-GN-11031200-006 between Gila County and the United States Department of Agriculture (USDA) Forest Service, Southwest Region, Tonto National Forest for Globe Emergency Sediment Storage Resulted From Catastrophic Flooding in Gila County Arizona. J. (Recess as the Gila County Board of Supervisors and convene as the Gila County Board of Equalization.) Information/Discussion/Action to receive and accept the Gila County Board of Equalization Hearing Officer's decisions regarding appeal hearings that were held on October 15, 2025, for tax year 2026 property valuations. (Charlotte Asrarynezami) (Adjourn as the Gila County Board of Equalization and reconvene as the Gila County Board of Supervisors.)
4. CONSENT AGENDA ACTION ITEMS: (Any matter on the Consent Agenda will be removed from the Consent Agenda and discussed and voted upon as a regular agenda item upon the request of any member of the Board of Supervisors.)
A. Approval of Amendment No. 3 to an Intergovernmental Agreement (Contract No. CTR067227) with the Arizona Department of Health Services to replace the Price Sheet, Scope of Work, and Exhibit A and extend the contract for one year, from October 1, 2025, to September 30, 2026.
B. Approval of Amendment No. 3 to an Intergovernmental Agreement (Contract No. CTR070140) with the Arizona Department of Health Services to revise the Scope of Work and replace the Price Sheet with an increase of $3,636 for a total amount of $83,636 for the OD2A-S grant for the period of September 1, 2025, through August 31, 2026.
C. Approval of Professional Services Contract No. 061425-Legal Services - Felony Criminal, Juvenile Delinquency, & Mental Health with The Finefrock Law Firm PLLC for the term of July 1, 2025, through June 30, 2026, with a maximum, not-to-exceed compensation amount of $96,000.
D. Approval of Professional Services Contract No.061225-Legal Services - Felony Criminal, Juvenile Delinquency, & Mental Health with Crawshaw Law Firm, PLLC for the term of July 1, 2025, through June 30, 2026, with a maximum, not-to-exceed compensation amount of $96,000.
E. Approval of Professional Services Contract No. 061325-Legal Services - Felony Criminal, Misdemeanor, Early Disposition Court, Mental Health, Juvenile Delinquency, and Arraignments with J McCarty Law PLLC for an initial term of July 1, 2025, through June 30, 2026, with a maximum, not-to-exceed compensation amount of $120,000.
F. Approval of February 28, 2023, May 28, 2024, and October 21, 2025, Meeting Minutes.
G. Approval of a Special Event Liquor License Application submitted by Pine Strawberry Fuel Reduction, Inc. for a special event to be held on December 6, 2025, at 3180 N. Old County Road, Pine, AZ 85544.
H. Approval of the 4th quarter 2025 Economic Development Grant Report.
I. Acknowledgment of the September 2025 monthly report submitted by the Clerk of the Superior Court's Office.

5. CALL TO THE PUBLIC: A call to the public is held for public benefit to allow individuals to address the Board of Supervisors on any issue within the jurisdiction of the Board of Supervisors. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute § 38-431.01(I), at the conclusion of an open call to the public, individual members of the Board of Supervisors may respond to criticism made by those who have addressed the Board, may ask staff to review a matter or may ask that a matter be put on a future agenda for further discussion and decision at a future date.
