C. Information/Discussion/Action to accept the grant award from the Arizona Companion Animal Spay/Neuter Committee in the amount of $10,000 that will be used to expand Gila County's discounted spay/neuter services for a period of one year. (JC Castaneda)
D. Information/Discussion/Action to approve the use of Help America Grant Act grant funding from the Arizona Secretary of State’s Office in the amount of $85,253.41 and Elections Department funding in the amount of $58,713.59 to purchase electronic poll tablets and ballot on demand printers from Election Systems & Software for polling sites in Gila County in the amount of $143,949. E. Information/Discussion/Action to consider both options presented by County staff and provide direction as to whether staff should proceed with either the formal solicitation (Request for Proposals No. 07232025) or approval of Contract No. CTR061840-GC1 with The S J Anderson Company to complete demolition of the metal storage building located at the Russell Gulch Landfill. H. Information/Discussion/Action to approve Contract No. CTR059323-GC3 - Purchase of Two (2) New Ford F-150 SuperCrew Trucks with San Tan Auto Partners LLC DBA San Tan Ford in an amount not to exceed $114,604.70 for a term of November 18, 2025, through March 16, 2026. (David LaForge)
I. Information/Discussion/Action to approve Contract No. 100924-AAC-GC1 with Agile Fleet, Inc. for FleetCommander licensing for the term of November 1, 2025, through October 31, 2026, in an amount not to exceed $64,469.90. (David LaForge)
J. Information/Discussion/Action to approve Funding Agreement No. 519-26 between the Arizona Department of Housing and the Gila County Public Health & Community Services Department (Department) to receive $10,000 of the COC (Continuum of Care) Planning Fund and $54,000 of the Housing Trust Fund to be used through June 30, 2026, whereby the Department will act as the lead Gila County COC and Build Capacity for activities, discussions, and meetings directed at ending homelessness. K. Information/Discussion/Action to approve an Intergovernmental Agreement (Contract No. CTR079041) with the Arizona Department of Health Services for the Gila County SNAP-Ed Projects funding in the amount of $236,524 for the period of December 1, 2025, through September 30, 2026. (Joshua Beck)
L. Information/Discussion/Action to approve Amendment No. 3 to Service Contract No. 062922 - Weatherization Materials and Services with Advantage Home Performance, Inc. extending the term of the contract through October 30, 2025, and increasing the term amount to $350,000. (Joshua Beck)
M. Information/Discussion/Action to approve the award of contracts for design, site and soil investigation, and installation services in response to Request for Qualifications No. 08142025 for the Pinal Creek Waterway Cesspool Project to: Premier Environmental Products LLC; MacConnell & Associates, P.C.; EarthQuest LLC DBA EarthQuest Plumbing; Black Mountain Excavating; and Wilbanks Excavating LLC; for the term of November 18, 2025, through September 30, 2026, with total aggregate compensation for all contracts not to exceed $423,728. N. Information/Discussion/Action to determine the price for Gila County to purchase Assessor's tax parcel number 205-29-004S that is owned by the State of Arizona in care of the Board of Supervisors for a purpose related to transportation pursuant to A.R.S. § 42-18303 (E); sell the subject parcel to Gila County; authorize the removal of this parcel from the online auction list; and authorize the Chairman's signature on the related Quit Claim Deed. O. Information/Discussion/Action to appoint Ms. Sylvia Hernandez to the Gila County Personnel Commission effective November 18, 2025, through December 31, 2027. (Tim Humphrey)
P. (Recess as the Gila County Board of Supervisors and convene as the Gila County Board of Equalization.) Information/Discussion/Action to receive and accept Board of Equalization Hearing Officer H. Charles Johnson's recommendation for Petition for Review of Notice of Change for the tax year 2026 hearings that were conducted on November 7, 2025. A. Approval to appoint the following Republican Party Precinct Committeeman in Gila County: Kristy Miller - Payson #2.
B. Approval of an Application for Extension of Premises/Patio Permit submitted by Andrea Dahlman Lewkowitz to permanently extend the premises where liquor is permitted to be served at Kohl's Ranch located in Payson, Arizona.
C. Approval of the monthly activity reports submitted by the Human Resources Department for September 2025.
D. Approval of the monthly reports submitted by the Human Resources Department for October 2025.
E. Approval of finance reports/demands/transfers for the reporting period of October 1, 2025, through October 31, 2025.
F. Approval of March 7, 2023 and October 7, 2025 Meeting Minutes.

Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute § 38-431.01(I), at the conclusion of an open call to the public, individual members of the Board of Supervisors may respond to criticism made by those who have addressed the Board, may ask staff to review a matter or may ask that a matter be put on a future agenda for further discussion and decision at a future date.
