BOARD MEMBERS MAY PARTICIPATE IN THE MEETING BY TELEPHONE CONFERENCE CALL OR BY
INTERACTIVE TELEVISION VIDEO (ITV). THE MEETING IS ALSO TELEVISED TO THE
GILA COUNTY TOMMIE CLINE MARTIN COMPLEX, BOARD OF SUPERVISORS' CONFERENCE ROOM,

1. CALL TO ORDER - PLEDGE OF ALLEGIANCE- INVOCATION
2. PUBLIC HEARINGS:
A. (Recess as the Gila County Board of Supervisors and convene as the Gila County Library District Board of Directors) Convene a Truth in Taxation (TNT) public hearing to hear from citizens regarding the proposed secondary property tax levy rate of $.2425 per $100 assessed value for FY 2024, excluding amounts that are attributable to new construction and any changes that may occur from property tax levies for voter-approved bonded indebtedness or budget and tax overrides, that is $47,695 greater than the amount allowed without a TNT public hearing; and approve the proposed secondary property tax levy rate of $.2425 per $100 of assessed value for FY 2024. B. Convene a public hearing to hear taxpayers who may wish to comment on the FY 2024 Gila County Library District Tentative Budget, which was adopted on June 20, 2023, or any proposed changes to the FY 2024 Gila County Library District Tentative Budget; and adopt the FY 2024 Gila County Library District Budget in the amount of $2,485,285. C. Convene a Truth in Taxation (TNT) public hearing to hear from citizens regarding the proposed primary property tax levy for the rate of $4.19 per $100 assessed value for FY 2024, excluding amounts that are attributable to new construction and any changes that may occur from property tax levies for voter-approved bonded indebtedness or budget and tax overrides, that is $1,210,407 greater than the amount allowed without a TNT public hearing; and approve the proposed primary property tax levy rate of $4.19 per $100 of assessed value for FY 2024. D. Convene a public hearing to hear taxpayers who may wish to comment on the FY 2024 Gila County Flood Control District Tentative Budget, which was adopted on June 20, 2023, or any proposed changes to the FY 2024 Gila County Flood Control District Tentative Budget; and adopt the FY 2024 Gila County Flood Control District Budget in the amount of $248,162. E. Convene a public hearing to hear taxpayers who may wish to comment on the FY 2024 Gila County Street Lighting Improvement Districts' (SLIDs’) Tentative Budgets which were adopted on June 20, 2023 or any proposed changes to the FY 2024 Gila County SLIDs' Tentative Budgets; and adopt the FY 2024 Budgets for Gila County SLIDs, as follows: Pine SLID $2,075, Apache Hills SLID $3,750, Upper Glendale/Central Heights $3,220, East Verde Park SLID $5,221, Miami Gardens SLID $3,407, Midland/Central Heights SLID $16,378, and Claypool/Lower Miami SLID $25,487. F. Convene a public hearing to hear taxpayers who may wish to comment on the FY 2024 Gila County Tentative Budget, which was adopted on June 20, 2023 or any proposed changes to the final FY 2024 Gila County Tentative Budget; and adopt Resolution No. 23-07-01 authorizing the adoption of the FY 2024 Gila County Budget in the amount of $151,622,946. A. Information/Discussion/Action to approve the preparation of budgeted and inter-fund transfers for FY 2023. (Maryn Belling)
B. Information/Discussion/Action to approve Economic Development Agreement No.062823 between Gila County and Payson Book Festival, Inc. in the amount of $1,000 to support and promote literacy through the Payson Book Festival, which the Board has determined to be for the benefit of the public. C. Information/Discussion/Action to approve Economic Development Agreement No. 062723 between Gila County and the Pleasant Valley Veterans Retreat, Inc. in the amount of $11,920 to provide the recruitment of veterans and their families and to perform marketing and fundraising activities which the Board has determined to be for the benefit of the public. D. Information/Discussion/Action to approve Economic Development Agreement No. 062923 between Gila County and the George Belvado Jr. Memorial Sports Association the amount of $5,000 to repair and construct the announcers stand at Belvado Park, which the Board has determined to be for the benefit of the public. E. Information/Discussion/Action to approve Economic Development Agreement No. 063023 between Gila County and Veterans of Foreign Wars Louie E. Higdon Post 1704 in the amount of $10,000 to repair and replace the roof on Louie E. Higdon Post 1704 which the Board has determined to be for the benefit of the public. (Woody Cline)
4. CONSENT AGENDA ACTION ITEMS: (Any matter on the Consent Agenda will be removed from the Consent Agenda and discussed and voted upon as a regular agenda item upon the request of any member of the Board of Supervisors.)
A. Acknowledgment of the June 2023 monthly activity report and FY 2022-2023 report submitted by the Globe Regional Constable's Office.
B. Acknowledgment of the June 2023 monthly activity report and FY 2022-2023 report submitted by the Payson Regional Constable's Office.
C. Acknowledgment of the June 2023 monthly activity report submitted by the Clerk of the Superior Court.
D. Acknowledgment of the June 2023 monthly activity report submitted by the Recorder's Office.
E. Approval of the Board of Supervisors' December 6, 2022, & January 3, 2023 Meeting Minutes.
F. Approval of the monthly activity reports submitted by the Human Resources Department for June 2023.
G. Approval of finance reports/demands/transfers for the reporting period of June 1, 2023, through June 30, 2023.
5. CALL TO THE PUBLIC: A call to the public is held for public benefit to allow individuals to address the Board of Supervisors on any issue within the jurisdiction of the Board of Supervisors. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute § 38-431.01(H), at the conclusion of an open call to the public, individual members of the Board of Supervisors may respond to criticism made by those who have addressed the Board, may ask staff to review a matter or may ask that a matter be put on a future agenda for further discussion and decision at a future date.
