Information/Discussion/Action to approve the Agreement for E-Rate Services between Gila County Information Education Technology Consortium on behalf of Gila County through the Gila County School Superintendent and the Gila County Library District and Yavapai County through the Yavapai County School Superintendent for FY 2024-2026 at a rate of $5,000 per year; and authorize the Gila County Librarian to sign Exhibit 1-Letter of Agency, which is a part of the Agreement. Information/Discussion/Action to approve Amendment No. 3 to Intergovernmental Agreement (Contract No. CTR055335) - Gila County - Healthy People Healthy Communities with the Arizona Department of Health Services to revise the Scope of Work, Price Sheet, and Exhibit language in the amount of $389,063 from July 1, 2023, to June 30, 2024. I. Information/Discussion/Action to approve Amendment No. 1 to Intergovernmental Agreement (Contract No. CTR064793) with the Arizona Department of Health Services in the amount of $456,893 to provide workforce development strategies to strengthen the public health workforce and to revise the Price Sheet from December 1, 2022, through November 30, 2027. J. Information/Discussion/Action to approve Amendment No. 3 to Intergovernmental Agreement (Contract No. CTR055258) with the Arizona Department of Health Services for the funding of Title V Maternal and Child Health Healthy Arizona Families Initiative to revise the Scope of Work and the Price Sheet which extends the contract for the period of July 1, 2023, to June 30, 2024, in the amount of $151,325. K. Information/Discussion/Action to approve Road Project Agreement No. 23-RO-11031200-276 between the US Department of Agriculture, Forest Service, Tonto National Forest, and Gila County, as specified under the authority and provisions of the Cooperative Forest Road Agreement No. 20-RO-11031200-003 executed between the parties on February 5, 2020, to receive an additional $500,000 to help fund the contract that covers construction work associated with paving Control Road FSR 64. L. Information/Discussion/Action to approve Modification 001 to US Department of Agriculture Forest Service Agreement No. 22-RO-11031200-184 to revise the Scope of Work, update administrative contacts, and extend the term of the agreement from 09/06/2024 to 03/10/2025. (Tom Goodman)
M. Information/Discussion/Action to approve the use of Sourcewell Contract No. 032119-CAT for heavy equipment with related accessories, attachments, supplies, parts, labor, and purchases; and Sourcewell Contract No. 062320-CAT for rental of Caterpillar equipment with Empire Machinery and Empire Southwest, LLC for a term from September 7, 2023, to September 6, 2024, with a not-to-exceed amount of $800,000 total for both contracts. N. Information/Discussion/Action to approve Funding Agreement No. 306-23 between the Arizona Department of Housing and the Gila County Community Services Department, Housing Services, to receive Home Investment Partnership Program funds and State Housing Trust Funds in the amount of $440,000 to be utilized for owner-occupied housing rehabilitation from August 15, 2023, to August 15, 2025. O. Information/Discussion/Action to approve a Memorandum of Understanding between the Gila County Housing Authority and the Gila County Homeless Task Force (the local Continuum of Care) to develop a prioritization plan for Stability Vouchers. (Kayle Lathrop)
P. Information/Discussion/Action to approve an Intergovernmental Agreement for Election Services between the Gila County Recorder's Office, Gila County Elections Division, and the Miami Unified School District to provide election services through December 31, 2026, with one-year automatic renewals thereafter. Q. Information/Discussion/Action to adopt revised Exhibits A and B and the revised Schools Detail page of Resolution No. 23-08-02, which reflects a change in the tax rate and tax levy for Young School District #5, Tonto School District #33 Local Aid for Common Schools, and the Town of Miami; and direct the Gila County Treasurer to make corresponding changes in the affected tax bills. R. Information/Discussion/Action to consider the sale of Assessor's parcel number 206-22-020B to Mr. Richard Taggart for the total lien amount of $609.68, and, if approved, authorize the Chairman's signature on the Quit Claim Deed. (Samantha Trimble)
S. Information/Discussion/Action to approve Economic Development Agreement No. 08182023 between Gila County and Northern Gila County Fair in the amount of $15,000 to educate adult and youth groups in Gila County regarding agriculture and livestock, which the Board has determined to be for the benefit of the public. 5. CONSENT AGENDA ACTION ITEMS: (Any matter on the Consent Agenda will be removed from the Consent Agenda and discussed and voted upon as a regular agenda item upon the request of any member of the Board of Supervisors.)
A. Approval of an Intergovernmental Agreement (Contract No. CTR066479) between Gila County and the Arizona Department of Health Services to provide for the continuation of the County's Tuberculosis Control Program for the period July 1, 2023, to June 30, 2028, in the amount of $12,000 annually.
B. Authorization of the Section Eight Management Assessment Program Certification to finalize the FY 2023 U.S. Department of Housing and Urban Development (HUD) contractual obligations and to ensure that the Gila County Public Housing Agency receives a performance rating from HUD.
C. Approval to renew Caterpillar Financial Services Contract No. 001-1003263.000 for the 621G Auger Scraper S/N DBB00293 and make the final estimated payment of $59,981 in October 2023.
D. Approval for the continued use of the Caterpillar Financing under purchase Transaction Number 3588441 for a 2018 Model 120M2 AWD Caterpillar Motor Grader, serial number M9H00559, using Caterpillar Financial Services Corporation for the annual payment of $31,552.58 on September 28, 2023.
E. Acknowledgment of the election of Christopher McGroarty to the Public Safety Personnel Retirement System Local Board of Directors for the term of office that ends on December 31, 2024.
F. Acknowledgment of the July 2023 monthly activity report submitted by the Recorder's Office.
G. Acknowledgment of the July 2023 monthly activity report submitted by the Clerk of the Superior Court.
H. Acknowledgment of the July 2023 monthly activity report submitted by the Globe Regional Constable's Office.
