1. CALL TO ORDER - PLEDGE OF ALLEGIANCE - INVOCATION
A. Information/Discussion/Action to approve Economic Development Agreement No. 103023 between Gila County and Rim Country Camera Club in the amount of $7,370.71 to support the Rim Country Camera Club to supply camera equipment to Rim Country Middle School Digital Photography class and program, which the Board has determined to be for the benefit of the public. A. Information/Discussion/Action to adopt Resolution No. 23-11-05, which approves Gila County Community Development Case No. CUPP2308-001, a request by R3S Ventures LLC (Owners) and Shawn Sanchez in care of Vertical Bridge (Applicants) for a Conditional Use Permit upon Gila County Assessor's parcel number 304-37-006V located at Section 27, Township 08N, Range 10E, Payson, Arizona. C. Information/Discussion/Action to approve Intergovernmental Agreement No. VS24-006 between the State of Arizona Department of Veterans' Services and Gila County in the amount of $3,000,000 to be utilized for the Pleasant Valley Veterans Retreat. (Maryn Belling)
D. Information/Discussion/Action to ratify the Board of Supervisors' approval for the submittal of the Emergency Management Performance Grant Application and accept the FFY2023 Emergency Management Performance Grant Award No. EMF-2023-APP-00008-S01 from the Arizona Department of Emergency & Military Affairs, Division of Emergency Management in the amount of $206,620 for the performance period of July 1, 2022, to June 31, 2023. E. Information/Discussion/Action to increase the Gila County construction budget contribution for Intergovernmental Agreement No. IGA 22-0008731-I between Gila County and the State of Arizona by an additional $600,000 for the Control Road Safety Improvement Project. (Tom Goodman)
F. Information/Discussion/Action to increase the Gila County construction and design budget contribution for Intergovernmental Agreement No. IGA 22-0008732-I between Gila County and the State of Arizona by an additional $1,154,227 for the Houston Mesa Road Safety Improvements Project. (Tom Goodman)
4. CONSENT AGENDA ACTION ITEMS: (Any matter on the Consent Agenda will be removed from the Consent Agenda and discussed and voted upon as a regular agenda item upon the request of any member of the Board of Supervisors.)
A. Approval to appoint the following Republican Party Precinct Committeemen in Gila County: Joe Navarro Moreno - Globe #6 Precinct; and Sondra F. Jamison - Globe #11 Precinct.
B. Approval of an Environmental Review Record for Arizona Department of Housing (ADOH) Contract No. 2023-2027 between the ADOH and the Gila County Community Services Department, Housing Program.
C. Approval of Funding Agreement No. 528-24 between the Arizona Department of Housing and the Gila County Community Services Department to receive $7,000 of Continuum of Care (COC) planning funds to be used through June 30, 2024, whereby the Gila County Community Services Department will act as the lead Gila County COC and will be responsible for activities, discussions, and meetings directed at ending homelessness.
D. Approval of FY 2024 Victims' Rights Program Award Agreement No. AG No. 2024-004 between the Gila County Attorney's Office and the Arizona Attorney General's Office in the amount of $21,700 to cover the existing salary and employee-related expenses for a full-time advocate for the period July 1, 2023, to June 30, 2024.
E. Approval of the appointments of Justices of the Peace Pro Tempore and Civil Traffic Hearing Officers with all terms expiring on December 31, 2024.
F. Acknowledgment of the September 2023 monthly activity report submitted by the Recorder's Office.
G. Approval of finance reports/demands/transfers for the reporting period of October 1, 2023, through October 31, 2023.
H. Approval of the monthly activity reports submitted by the Human Resources Department for October 2023.
5. CALL TO THE PUBLIC: A call to the public is held for public benefit to allow individuals to address the Board of Supervisors on any issue within the jurisdiction of the Board of Supervisors. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute § 38-431.01(H), at the conclusion of an open call to the public, individual members of the Board of Supervisors may respond to criticism made by those who have addressed the Board, may ask staff to review a matter or may ask that a matter be put on a future agenda for further discussion and decision at a future date.
